‘Public platforms’ doesn’t mean ‘arms of govt.’ It means platforms that are open to use by members of the public who agree to abide by the platform owner’s terms of use.
But you know that, don’t you ….

A “private” platform is a closed one, in which, say, employees of the same company communicate and share information for work. Or, you know, the secret group some folks might have participated in to plan Jan 6.

Stores are “open to the public” which means you can go in and shop unless you give them a reason to escort you out or call the cops. Does that make them “arms of government”?

The information posted is publicly available made so by a private corporation according to their terms of service. It isn’t “spying” if the data is available publicly. And the government does not ban anyone off these platforms. That help?

How dumb is Josh Hawley? Everyone knows it’s a public platform because it is used by people – the public, but it’s run by a PRIVATE COMPANY and they can set their own conditions for users. If users don’t like the rules, then they don’t have to use the service.
