Statement from President Joe Biden on Decision in Alliance for Hippocratic Medicine v. FDA

Today a single federal district judge in Texas ruled that a prescription medication that has been available for more than 22 years, approved by the FDA and used safely and effectively by millions of women here and around the world, should no longer be approved in the United States. The Court in this case has substituted its judgment for FDA, the expert agency that approves drugs. If this ruling were to stand, then there will be virtually no prescription, approved by the FDA, that would be safe from these kinds of political, ideological attacks.

The prescription medication in question in this case is used for medication abortion, and medication abortion accounts for over half the abortions in America. The lawsuit, and this ruling, is another unprecedented step in taking away basic freedoms from women and putting their health at risk. This does not just affect women in Texas – if it stands, it would prevent women in every state from accessing the medication, regardless of whether abortion is legal in a state. It is the next big step toward the national ban on abortion that Republican elected officials have vowed to make law in America.

My Administration will fight this ruling. The Department of Justice has already filed an appeal and will seek an immediate stay of the decision. But let’s be clear – the only way to stop those who are committed to taking away women’s rights and freedoms in every state is to elect a Congress who will pass a law restoring Roe versus Wade. Vice President Harris and I will continue to lead the fight to protect a woman’s right to an abortion, and to make her own decisions about her own health. That is our commitment.

Statement from Vice President Harris on Decision in Alliance for Hippocratic Medicine v. FDA

Today’s unprecedented decision threatens the rights of women nationwide to make decisions about their health care and the ability to access medication prescribed to them by their doctors. Simply put: this decision undermines the FDA’s ability to approve safe and effective medications—from chemotherapy drugs, to asthma medicine, to blood pressure pills, to insulin—based on science, not politics. This decision threatens the rights of Americans across the country, who can look in their medicine cabinets and find medication prescribed by a doctor because the FDA engaged in a process to determine the efficacy and safety of that medication.

At the same time as the court in Texas issued the decision to try to restrict access to FDA-approved medication, a court in Washington state reached a different conclusion.

Each person in our nation should have the right to access safe and effective medication which has been approved by the FDA. In the face of attacks on a woman’s right to access an abortion, our Administration will continue to fight to protect reproductive freedom and the ability of all Americans to make health care decisions with their doctors free from political interference.

Statement from President Joe Biden on Travel to Kyiv, Ukraine

As the world prepares to mark the one-year anniversary of Russia’s brutal invasion of Ukraine, I am in Kyiv today to meet with President Zelenskyy and reaffirm our unwavering and unflagging commitment to Ukraine’s democracy, sovereignty, and territorial integrity.

When Putin launched his invasion nearly one year ago, he thought Ukraine was weak and the West was divided. He thought he could outlast us. But he was dead wrong.

Today, in Kyiv, I am meeting with President Zelenskyy and his team for an extended discussion on our support for Ukraine. I will announce another delivery of critical equipment, including artillery ammunition, anti-armor systems, and air surveillance radars to help protect the Ukrainian people from aerial bombardments. And I will share that later this week, we will announce additional sanctions against elites and companies that are trying to evade or backfill Russia’s war machine. Over the last year, the United States has built a coalition of nations from the Atlantic to the Pacific to help defend Ukraine with unprecedented military, economic, and humanitarian support – and that support will endure.

I also look forward to traveling on to Poland to meet President Duda and the leaders of our Eastern Flank Allies, as well as deliver remarks on how the United States will continue to rally the world to support the people of Ukraine and the core values of human rights and dignity in the UN Charter that unite us worldwide.

They decided — without doing damage to anyone on — on the ground. They decided that the best time to do that was as it got over water, outside — within our — within the 12-mile limit.

They successfully took it down. And I want to compliment our aviators who did it. And we’ll have more to report on this a little later.

I am deeply disappointed by the Supreme Court’s ruling in New York State Rifle & Pistol Association v. Bruen. Since 1911, the State of New York has required individuals who would like to carry a concealed weapon in public to show a need to do so for the purpose of self-defense and to acquire a license. More than a century later, the United States Supreme Court has chosen to strike down New York’s long-established authority to protect its citizens. This ruling contradicts both common sense and the Constitution, and should deeply trouble us all.

In the wake of the horrific attacks in Buffalo and Uvalde, as well as the daily acts of gun violence that do not make national headlines, we must do more as a society — not less — to protect our fellow Americans. I remain committed to doing everything in my power to reduce gun violence and make our communities safer. I have already taken more executive actions to reduce gun violence than any other President during their first year in office, and I will continue to do all that I can to protect Americans from gun violence.

I urge states to continue to enact and enforce commonsense laws to make their citizens and communities safer from gun violence. As the late Justice Scalia recognized, the Second Amendment is not absolute. For centuries, states have regulated who may purchase or possess weapons, the types of weapons they may use, and the places they may carry those weapons. And the courts have upheld these regulations.

I call on Americans across the country to make their voices heard on gun safety. Lives are on the line.

It’s time to expand the court.

Late last night an extensive U.S. Supreme Court draft majority opinion by Samuel Alito was leaked indicating the court will reverse Roe v Wade (1973).

We do not know whether this draft is genuine, or whether it reflects the final decision of the Court.

With that critical caveat, I want to be clear on three points about the cases before the Supreme Court.

First, my administration argued strongly before the Court in defense of Roe v. Wade. We said that Roe is based on “a long line of precedent recognizing ‘the Fourteenth Amendment’s concept of personal liberty’… against government interference with intensely personal decisions.” I believe that a woman’s right to choose is fundamental, Roe has been the law of the land for almost fifty years, and basic fairness and the stability of our law demand that it not be overturned.

Second, shortly after the enactment of Texas law SB 8 and other laws restricting women’s reproductive rights, I directed my Gender Policy Council and White House Counsel’s Office to prepare options for an Administration response to the continued attack on abortion and reproductive rights, under a variety of possible outcomes in the cases pending before the Supreme Court. We will be ready when any ruling is issued.

Third, if the Court does overturn Roe, it will fall on our nation’s elected officials at all levels of government to protect a woman’s right to choose. And it will fall on voters to elect pro-choice officials this November. At the federal level, we will need more pro-choice Senators and a pro-choice majority in the House to adopt legislation that codifies Roe, which I will work to pass and sign into law.

Apparently the U.S. Supreme Court has issued a statement, in high dudgeon, that the draft opinion is authentic.

Statement by President Biden on Russia’s Unprovoked and Unjustified Attack on Ukraine

The prayers of the entire world are with the people of Ukraine tonight as they suffer an unprovoked and unjustified attack by Russian military forces. President Putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering. Russia alone is responsible for the death and destruction this attack will bring, and the United States and its Allies and partners will respond in a united and decisive way. The world will hold Russia accountable.

I will be monitoring the situation from the White House this evening and will continue to get regular updates from my national security team. Tomorrow, I will meet with my G7 counterparts in the morning and then speak to the American people to announce the further consequences the United States and our Allies and partners will impose on Russia for this needless act of aggression against Ukraine and global peace and security. Q Senator Hawley was out with a statement today saying that the — that the President should, sort of, take NATO membership off the table for Ukraine and that it wasn’t in U.S. interests to do that. Do you think that sort of rhetoric or, sort of, position by a U.S. senator right now is helpful in this — in this showdown between the West and Russia?

MS. PSAKI: Well, if you are just digesting Russian misinformation and parroting Russian talking points, you are not aligned with longstanding, bipartisan American values, which is to stand up for the sovereignty of countries — like Ukraine, but others: their right to choose their own alliances and, also, to stand against, very clearly, the efforts or attempts or potential attempts by any country to invade and take territory of another country.

That applies to Senator Hawley, but it also applies to others who may be parroting the talking points of Russian propagandist leaders.

Q Thank you, Jen. On the troops that were deployed today —

MS. PSAKI: Sure.

Q — you’ve said that they aren’t going to be fighting; they’ll be there to offer support. Can you offer any details about exactly what they will be doing there?

And also, about the distribution to these specific countries — why these three places? And why the 2,000 versus 1,000?

MS. PSAKI: Sure, well, what — to be clear, they’re not going to Ukraine to fight, right?

Q Correct. Right.

MS. PSAKI: In a — so, I know that’s what you were asking, but just for clarity for the transcript purposes.

So, this — our effort and our objective here has been to ensure we are ready for every contingency, and force posture increases as part of that preparedness. It’s to reassure our Allies — to whom, as I’ve said, we have a sacred obligation.

This force — or these forces who have gone are trained and equipped for a variety of missions: to deter aggression, and to reassure and defend our Allies.

In terms of why the specific numbers, I’d really point you the Department of Defense, who makes the recommendations and, ultimately, you know, proposes for the President to sign off.

I would note that a number of our NATO Allies have recently announced troop movements as well, similar to what was announced this morning — so, including the United Kingdom, France, Spain, Denmark, and the Netherlands — of their intent to deploy additional forces to reinforce NATO’s easter flank — eastern flank as well. So, this is a reflection of our robust capabilities and our ability to distribute them across Europe, but it’s also consistent with a lot of — what a lot of our NATO partners are doing.

Q John Kirby said that the Pentagon has not ruled out deploying additional troops. Under what conditions would that happen?

MS. PSAKI: These, again, are — these decisions were based on close consultations with our partners in the region; the countries where these troops have been deployed to, of course; and also, the escalatory actions by Russia. But, you know, obviously the President is meeting with his national security team on nearly a daily basis and will make evaluations as needed.

Today, a new law takes effect in Texas that directly violates the precedent established in the landmark case of Roe v. Wade. This all-out assault on reproductive health effectively bans abortion for the nearly 7 million Texans of reproductive age. Patients in Texas will now be forced to travel out-of-state or carry their pregnancy to term against their will. This law will dramatically reduce access to reproductive care for women in Texas, particularly for women with low incomes and women of color. It also includes a disturbing provision that incentivizes private citizens to sue anyone who assists another person in receiving an abortion.

The Biden-Harris Administration will always fight to protect access to healthcare and defend a woman’s right to make decisions about her body and determine her future.
