Governor Mike Kehoe Issues Executive Order to Eliminate DEI Programs in Missouri State Agencies

FEBRUARY 18, 2025

Jefferson City — Today, Governor Mike Kehoe signed Executive Order 25-18, directing all Missouri state agencies to eliminate Diversity, Equity, and Inclusion (DEI) initiatives and ensure compliance with the constitutional principle of equal protection under the law. The order bars the use of state funds for DEI and prevents agencies from considering DEI in their hiring decisions.

“Missourians deserve a government that treats all individuals equally, without preferential treatment or discrimination based on immutable characteristics,” said Governor Kehoe. “Our state agencies must operate under a framework that ensures fairness, equal opportunity, and merit-based decision-making. This order reaffirms Missouri’s commitment to a constitutional, color-blind approach that serves all citizens fairly.”

The executive order includes the following key directives:

Equal Protection of All People: State agencies must uphold the constitutional principle of equal treatment under the law;
Elimination of Public Funds for DEI: State agencies are barred from using public funds for DEI-related positions, organizational structures, policies, procedures, practices, activities, training, programs, or contracts;
Prohibition on Considering DEI in State Hiring Decisions: Agencies are prohibited from considering DEI factors in hiring decisions; and
Compliance Review: Agencies must conduct a comprehensive review of existing contracts, programs, and policies within 90 days to ensure full compliance with the directive.
While this order directs the removal of DEI-based programs, it does not apply to any requirements in federal or state statute that uphold the rights and freedoms of Missouri citizens. State agencies will continue to enforce all laws that prohibit discrimination and ensure fairness for all citizens.

EXECUTIVE ORDER 25-18
WHEREAS, the principles that all people are created equal and entitled to equal protection under the law are enshrined in the Constitutions of the United States and the State of Missouri; and

WHEREAS, all individuals should have the freedom to pursue their aspirations and participate in society without discrimination based on immutable characteristics; and

WHEREAS, in Students for Fair Admissions, Inc. v. President and Fellows of Harvard College, 600 U.S. 181, 206, 230 (2023) the Supreme Court stated that the “Constitution is color blind” and “[e]liminating racial discrimination means eliminating all of it[.]”; and

WHEREAS, the State of Missouri is dedicated to the compelling governmental interest of remedying unlawful discrimination in a manner consistent with state and federal law, in that business practices within the State of Missouri should not discriminate, through disparate treatment or disparate impact, against anyone in violation of any law, executive order, rule, regulation, or judicial decision; and

WHEREAS, the State of Missouri is committed to developing and maintaining a talented workforce reflecting the citizens of Missouri and the customers which government serves; and

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, hereby order the following:

I. Color Blind and Equal Treatment:

I hereby order all Executive agencies to comply with the principle of equal protection found in the United States and Missouri Constitutions and ensure that all rules, policies, employment practices and actions treat all persons equally.

II. Diversity, Equity, and Inclusion (DEI) Prohibition:

a. I hereby order that no state funds shall be utilized by Executive agencies toward policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities that solely or primarily support diversity, equity, and inclusion initiatives, as defined in this Executive Order.

b. Executive agencies are prohibited from considering diversity, equity, and inclusion in their hiring decisions.

III. Definitions:

a. Diversity, equity, and inclusion” includes:

i. Efforts to manipulate or influence the composition of an organization based solely on race, color, ethnicity, gender identity, or sexual orientation.

ii. Policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities intended to promote differential treatment of, or special benefits to, individuals based solely on the factors listed under subparagraph i. above, except as authorized by state or federal law.

b.“Executive agency” is any administrative governmental entity created by the Missouri Constitution or statutes of this state under the executive branch, including any department, agency, board, bureau, council, commission, or committee, supported in whole or in part by state funds, any subdivision of an executive agency, and any legally designated agent of such entity.

IV. Timelines:

This Executive Order shall take effect immediately, and all Executive agencies shall review and take appropriate action on existing policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities within their agencies within 90 days to ensure compliance with this directive.

Mark apparently you don’t even understand the basic principles of The Constitution which you took an oath to preserve, protect and defend, and which you have broken your oath to do so. The sickness you mention is actually your cult leader thinking he is a dictator and can do anything he wants without any checks and balances of the other two branches of government and ignoring the very Constitution we hold dear. The key principles of the US Constitution are: popular sovereignty, separation of powers, checks and balances, limited government, federalism, and individual rights; essentially meaning that the government derives its power from the people, is divided into three branches with distinct powers, each branch can limit the others, the government’s power is restricted, power is shared between the federal government and states, and citizens have guaranteed fundamental rights.
Explanation of each principle:
Popular Sovereignty:
The idea that the government’s authority comes from the people and exists to serve them.
Separation of Powers:
The division of governmental power into three branches: legislative (making laws), executive (enforcing laws), and judicial (interpreting laws).
Checks and Balances:
A system where each branch of government can limit the actions of the other branches, preventing any one branch from becoming too powerful.
Limited Government:
The government only has the powers explicitly granted to it by the Constitution.
Federalism:
The division of power between the national government and state governments.
Individual Rights:
Fundamental liberties and protections guaranteed to citizens, often detailed in the Bill of Rights.

Are you an auditor? Have you been through proper audits? Do you have a background in them? I go through audits every couple years. We are a tiny agency, so the ‘audit’ part takes only a few days (based on us getting information together ahead of time that is requested) and usually we get our report back in a month or so. Large agencies can take several months. Our auditors never have ‘backtracked’ on issues they claim to have found and admitted that they were inaccurate – Musk has. There’s probably a reason for that.
I’m unsure how the ‘waste, fraud and abuse’ will be exposed as ‘bipartisan’ when the guy directing it is doing so on behalf of one side specifically, but maybe you know something I dont’. Thus far, it seems to be more about ‘I don’t like this spending’ rather than “this is illegal”. I mean they directly withdrew funds out of a bank account for NYC that had been legally appropriated through Congress….that’s illegal as fuck on multiple levels.
Your claims about ‘Democrats’ show your blatant bias and ignorance to actual cases that have already been adjutucated. Want to compare crimes and indictments by party over the last many years? I’m happy to jump into that rabbit hole.

Ok two things are burning a hole in my brain.
First, Social Security computer systems are antiquated and run on an old version of cobol. The basis for all dates is May 20th, 1875 – the date that the International Bureau of Weights and Measures was established. That’s the ISO 8601 standard. All dates are essentially marked by how many days have passed since that date, 5/20/1875.
If an age is unknown, it goes in as that date plus 0. So it’s read as May 20th, 1875.
This is why Musk thinks there are Social Security recipients who are 150 years old. Because there’s no DOB listed and the system defaults the date to 1875.
He does not have any idea what he’s doing, and every time he’s challenged he lies. Hamas didn’t get $50 million in condoms. Reuters (news) is not Thomson Reuters (information services). Defending against and promoting disinformation are not the same thing. Politico and NYT were paid for subscriptions, not biased media coverage. Many of the initiatives now being framed as radical liberal policy were introduced and enacted during Trump’s first term. Including many DEI initiatives, and the payments to news outlets listed here.
Second, for every $1.50 “saved” by gutting the government, the already-very-wealthy are set to receive $4.50 in tax breaks. The average non-millionaire should expect to receive somewhere around $3 per month in tax savings while approximately $4 trillion is set to be transfered to corporations and the 1%, and our debt limit is being increased by… $4 trillion.
Meanwhile every aspect of consumer protection, public benefit, and corporate oversight is being handicapped.
For all of you cheering the decimation of the government, cool. We spend a lot of money on stuff we probably shouldn’t. And while there is absolutely some “fraud,” the operating definition of “fraud” within this administration is simply “stuff they don’t like.”

A judge ruled the state’s abortion clinic licensing requirements were ‘discriminatory,’ opening the door for providers to renew access to the procedure

A Missouri judge on Friday blocked a licensing requirement for abortion clinics that providers argued was a key obstacle to renewing access to the procedure across the state.

Hours later, Planned Parenthood clinics announced they would begin offering abortion services in Missouri.

“Abortion care will be restored immediately,” said Emily Wales, President and CEO of Comprehensive Health of Planned Parenthood Great Plains. “The people voted, the court responded and we will do our part: serving Missourians in their home state.”

In a three-page ruling issued late Friday afternoon, Jackson County Circuit Court Judge Jerri Zhang said the regulations mandate physicians to perform certain exams and testing that are “unnecessary.”

The licensing requirement is “discriminatory,” Zhang wrote, “ because it does not treat services provided in abortion facilities the same as other types of similarly situated health care, including miscarriage care.”

Planned Parenthood clinics had previously said it could begin taking walk-in medication abortion appointments in Kansas City, Columbia and St. Louis if the judge ruled in their favor.
