General Assembly, HB 1200, Holly Rehder, Rush Limbaugh, SB 532

“Useless laws weaken the necessary laws.” – Charles-Louis de Secondat, baron de La Brède et de Montesquieu (1689 – 1755)

We now know with certainty what qualifies for republican sainthood in Missouri.

FIRST REGULAR SESSION
SENATE BILL NO. 532 [pdf]
101ST GENERAL ASSEMBLY
INTRODUCED BY SENATOR REHDER.
2586S.01I ADRIANE D. CROUSE, Secretary

AN ACT

To amend chapter 9, RSMo, by adding thereto one new section relating to Rush Limbaugh day.

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A. Chapter 9, RSMo, is amended by adding thereto one new section, to be known as section 9.319, to read as follows:

9.319. January twelfth each year is hereby designated as “Rush Limbaugh Day” in Missouri. Citizens of this state are encouraged to celebrate the day by participating in appropriate events and activities to remember the life of the famous Missourian and groundbreaking radio host.

“…Citizens of this state are encouraged to celebrate the day by participating in appropriate events and activities…”

Any bets on what some people will consider “appropriate events and activities”? Heh.

“…Man, that’s just mean. That’s mean, man.” – Payback (1999)

Representative Holly Rehder (r) [2018 file photo].

This evening from Representative Holly Rehder (r) via Twitter:

Holly Rehder @hrehder
I was proud to stand with my fellow members of the Missouri House and President Trump today in saying NO to a budget that would give illegal immigrants in-state tuition. Missouri citizens must come first!
[….]
6:56 PM – 9 May 2019

Some of the responses:

Let’s get real. The university system needs the revenue thanks to rampant fiscal mismanagement in Jefferson City.

It’s not us against them.

It is in Donald Trump’s (r) world.

This is gross.

What do I, as a Missouri citizen, get out of you making life more difficult for others? How does this “put me first”? Will my tuition go down? Tell me how hurting others helps me.

This is inherently racist. People are not illegal and this does nothing to help anyone get an education. Of course an educated electorate is not what Republicans have ever been interested in.

Claiming “Missouri citizens must come first!” as you tear apart initiatives voted in by….(wait for it) Missouri citizens. I think I’ll respect the voters and vote blue.

I see you “believe in god and that people are inherently good” look up hypocrisy because you are it in spades.

I guess you skipped church day they covered “The soul who sins dies. The son won’t bear the punishment of his father’s sin and the father won’t bear the punishment of his son’s sin”

Missourah portion of the state is so embarrassing.

DACA recipients are “considered by DHS to be LAWFULLY present during the period deferred action is in effect.”

How do you, as an elected official, not know this?

anti-labor, anti-union, anti-worker, Bill White, General Assembly, HB 42, HB 91, Holly Rehder, missouri, right to get paid less

They’ll get their way. There’s no one to stop them.

Today is the first day of bill filing for the 2017 session of the Missouri General Assembly. Two republican representatives have already filed “right to get paid less” bills:

HB 42
Specifies that a person cannot be required to become or refrain from becoming a member of or paying dues to a labor organization as a condition or continuation of employment
Sponsor:
White, Bill (161)
Proposed Effective Date: 8/28/2017
LR Number: 0154H.01I
Last Action: 12/01/2016 – Prefiled (H)
Bill String: HB 42
Next Hearing: Hearing not scheduled
Calendar: Bill currently not on a House calendar

And:

Holly Rehder (r) [2013 file photo].

HB 91
Specifies that a person cannot be required to become or refrain from becoming a member of or paying dues to a labor organization as a condition or continuation of employment
Sponsor: Rehder, Holly (148)
Proposed Effective Date: 8/28/2017
LR Number: 0360H.01I
Last Action: 12/01/2016 – Prefiled (H)
Bill String: HB 91
Next Hearing: Hearing not scheduled
Calendar: Bill currently not on a House calendar

Working people and the unions that represent them will get screwed yet again.

Previously:

It’s the last week of the session (May 14, 2013)

May as well (May 15, 2013)

KC-Area Faith Leaders on SB29, Paycheck Deception (May 15, 2013)

Faith, Hope, Charity…and Persistence (May 15, 2013)

As the House considered SB 224 in yesterday’s session it became a vehicle for adding amendments (provisions that existed in other amendments in other bills or for bills which are languishing in legislative purgatory).

SB 224 [….]

Last Action: 5/16/2013 – Requests to Recede or Grant Conference Calendar–SCS for SB 224-Curls, et al, with HA 1, HA 2, HA 3, HA 4, HSA 1 for HA 5, HA 6, HA 7 & HA 8 (Senate requests House recede or grant conference)

[….]

[emphasis added]

HA 5 to SB 224 was introduced by Representative Rick Brattin (r). Representative Jeff Roorda (D) raised a point of order, pointing out that this particular amendment was going to be a vehicle for something else (it was). From the House Rules:

Must Be Germane

Rule 69. [pdf] No motion or proposition on a subject different from that under consideration shall be admitted under color of amendment.

The Speaker ruled against the point of order.

Representative Jeff Roorda (D).

Sure enough, Representative Holly Rehder (r) was recognized and introduced HSA [House Substitute Amendment] 1 to HA 5 to SB 224.

Representative Roorda (D) asked in his inquiry of Representative Rehder (r) if the substitute amendment was another vehicle to apply “right to work” to public sector first responder unions (specifically, the bill would apply to Kansas City Police). Representative Rehder (r) answered, eventually, that the amendment would indeed do so. A request was made for a recorded vote (with at least five members standing to agree). The recorded vote was granted.

Representative Holly Rehder (r).

Curiously, Representative Rehder (r) is Chair of the Issue Development Standing Committee on Workers Freedom of the House. That’s so 1984.

Meanwhile, Representative Rick Brattin (r) watched the proceedings:

Representative Rick Brattin (r). Yes, that Rick Brattin.

Representatives Eric Burlison (r) (left) and Holly Rehder (r) (right).

The amendment was approved 85-71 in a roll call (recorded vote).

The republican anti organized labor agenda will keep returning like zombie b-movie sequels.
