(Kansas City, MO) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) released the following statement after Governor Mike Kehoe announced a special session to redraw Missouri’s congressional map mid-decade, an unprecedented step taken at the direction of the president.

“I have had the privilege and distinct honor of serving the people of Missouri’s Fifth Congressional District. I have always understood one truth: this seat does not belong to me. It belongs to the people. And today, that truth is under assault.

“President Trump’s unprecedented directive to redraw our maps in the middle of the decade and without an updated census is not an act of democracy – it is an unconstitutional attack against it. This attempt to gerrymander Missouri will not simply change district lines, it will silence voices. It will deny representation. It will tell the people of Missouri that their lawmakers no longer wish to earn their vote, that elections are predetermined by the power brokers in Washington, and that politicians – not the people – will decide the outcome.

“Roughly 40% of Missourians cast their ballots for Democratic candidates last year, and they deserve representation in the People’s House just as much as our Republican neighbors. Governor Kehoe Announces Special Session on Congressional Redistricting and Initiative Petition Reform
AUGUST 29, 2025

Jefferson City — Today, Governor Mike Kehoe announced that he has issued a proclamation to convene the General Assembly for a special session to enact legislation establishing updated congressional districts for the State of Missouri and amending the state’s initiative petition process.

The One Hundred Third General Assembly will convene for the Second Extraordinary Session of the First Regular Session in Jefferson City on Wednesday, September 3, 2025, at 12:00 p.m.

“Today, I am calling on the General Assembly to take action on congressional redistricting and initiative petition reform to ensure our districts and Constitution truly put Missouri values first,” said Governor Kehoe. “This is about clarity for voters and ownership of our future, and I hope the legislature will work together to pass our Missouri First Map and critically needed IP reform.”

To establish updated congressional districts for the State of Missouri, Governor Kehoe unveiled the Missouri First Map, a more compact, contiguous proposed map that was drawn and created by his team in Missouri to be considered by the General Assembly.

Jefferson City — During a bill signing ceremony at the Missouri State Capitol, today Governor Mike Kehoe signed two major pieces of legislation—House Bills (HB) 567 and 594—delivering on his commitment to lower taxes and defend small businesses.

“Conservative leadership is about keeping more money in the hands of Missouri families, and less in government coffers,” said Governor Kehoe. “Today, we are protecting the people who make Missouri work—families, job creators, and small business owners—by cutting taxes, rolling back overreach, and eliminating costly mandates.”

HB 567, sponsored by Representative Sherri Gallick and Senator Mike Bernskoetter, modifies provisions relating to employee compensation.

Maintains the state’s minimum wage law at $15 per hour, repealing the annual Consumer Price Index adjustment, and extends the wage requirement to public employers as well as private.
Repeals onerous paid sick leave mandates on Missouri small businesses, including:
Requirements dictating when and how paid leave must be provided.
Burdensome record keeping and compliance obligations.

Today, in response to Gov. Mike Kehoe’s (r) executive order activating the Missouri National Guard:

‘BLATANT ATTEMPT TO INTIMIDATE’ | House Minority Leader Ashley Aune released a statement on behalf of the Missouri House Democratic Caucus in response to the completely unwarranted state of emergency declaration by Gov. Mike Kehoe.

LET’S BE CLEAR: This is nothing more than an attempt to intimidate and suppress peaceful protest of the federal administration that’s descending into authoritarianism at an alarming pace.

These protests are in response to the very obvious and unabashed transfer of wealth and power to the nation’s billionaire class at the expense of working Americans, regardless of their political affiliation.

“Governor Kehoe should staunchly defend the rights of Missourians, not mimic the authoritarianism of the president,” Aune said.

‘Governor Kehoe’s preemptive declaration of a state of emergency as Missourians prepare to protest an increasingly authoritarian presidential administration is a blatant attempt to intimidate and suppress First Amendment rights.

The protests planned this weekend across Missouri and throughout the nation were sparked by the president’s unwarranted and heavy-handed military responseto opposition to his policies. By doing the same, the governor will only heighten tensions and increase the possibility of conflict.
