AN ACT

To amend chapter 173, RSMo, by adding thereto two new sections relating to student associations at public institutions of higher learning.
Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 173, RSMo, is amended by adding thereto two new sections, to be known as sections 173.1555 and 173.1556, to read as follows:

173.1555. As used in this section and section 173.1556, the following terms mean:

(1) “Adverse action”, any action or policy that denies a belief-based student association any benefit available to other student associations or organizations or that otherwise discriminates with respect to any such benefit;

(2) “Belief-based student association” includes, but is not limited to, any political or ideological student association or any religious student association;

(3) “Benefit”, recognition, registration, the use of facilities of a public institution of higher learning for meetings or speaking purposes, the use of channels of communication of a public institution of higher learning, or such other assistance, aid, or advantage as is made available to student associations by a public institution of higher learning;

(4) “Public institution of higher learning”, any state postsecondary educational institution governed or supervised by a board erected under chapter 172, 174, 175, or 178; a board of trustees of a community college; or any state board for any other technical school.

173.1556. 1. (1) No public institution of higher learning shall take any adverse action against a belief-based student association or an applicant to be recognized as such:
(a) Because such association is political, ideological, or religious;
(b) On the basis of such association’s viewpoint or expression of the viewpoint by the association or the association’s members; or
(c) Based on such association’s requirement that the association’s leaders be committed to furthering the association’s mission or that the association’s leaders adhere to the association’s sincerely held beliefs, sincere practice requirements, or sincere standards of conduct.

(2) Leaders referred to in paragraph (c) of subdivision (1) of this subsection shall include, but not be limited to, any person who holds a position within the association that authorizes such person to participate in the leadership or governance of the association or in establishing criteria for the association’s leadership or governance.

(3) The mission, beliefs, practice requirements, and standards of conduct referred to in paragraph (c) of subdivision (1) of this subsection shall be interpreted as defined by the association.

2. Any belief-based student association or applicant to be recognized as such that has been aggrieved as a result of a violation or threatened violation of subsection 1 of this section may assert that violation or threatened violation as a claim or defense in a judicial proceeding or in an administrative proceeding involving the public institution of higher learning and obtain appropriate relief.

Each educational institution shall treat harassment or discrimination against students or employees or resulting from institutional policies or programs on such educational institution’s campuses that is motivated by or including antisemitic intent in an identical manner to discrimination motivated by race.

3. (1) Each educational institution shall integrate the definition of antisemitism in this section into such educational institution’s student, faculty, and employee codes of conduct and shall prohibit such conduct at or by such educational institution.

(2) Prohibited conduct as it relates specifically to antisemitism shall be incorporated into such educational institution’s student, faculty, and employee codes of conduct and shall include penalties for harassment of and discrimination against Jews in compliance with antidiscrimination regulations promulgated under Title VI of the federal Civil Rights Act of 1964, as amended, by the United States Department of Education and the United States Department of Justice.

I follow this page because Alford is the representative for my district and I want to stay informed. Except for about 18 months, I am a lifelong Missourian. This is my home and I love it. I know there are plenty of people here who care about their neighbors, no matter if that person looks like them, lives like them, or comes from a similar background. I know there are other Missouri natives following this page for the same reasons I do, to stay informed.
I would encourage those who want to counter the hate and disinformation sometimes put forth here to use those posts to spur you to action. If Alford singles out a certain vulnerable group, for instance, log off of FB for a bit and find something you can do to support that group to help counter the effects of his rhetoric. Donate to an organization working on their behalf, or volunteer, or even just write a note of support to anyone in your acquaintance who is targeted to let them know they are not alone, that they are loved. Something I can do right now to counter this bit of division he’s trying to foment is support an author of color by buying one of their books. Also, his constituents should contact his office about specific pieces of legislation, even if you know he’s going to vote the other way. If nothing else, it won’t allow him to claim honestly that nobody in his district disagrees with him. If each one of us who cares takes one positive action for each of his negative posts, it will make a difference.

The citizenship clause of the 14th Amendment was meant to address the Dred Scott case & extend citizenship to all races. It was not intended to give citizenship to “anchor babies” or illegals. Even Harry Reid admitted this. Biden’s open border crisis now requires us to speak more clearly about the constitution. President Trump is right to clarify.

The first sentence is clear and birthright citizen ship was common law prior to this Amendment. After the 14th Amendment, the Civil Rights Law of 1866 used this language as well. It seems likely that to change it would be by another Amendment., a complex process no matter how you do it.

The exceptions afterwards mentioned by Mr. Dicey are only these two:

“1. Any person who (his father being an alien enemy) is born in a part of the British dominions, which at the time of such [….] person’s birth is in hostile occupation, is an alien.”

“2. Any person whose father (being an alien) is at the time of such person’s birth an ambassador or other diplomatic agent accredited to the Crown by the Sovereign of a foreign State is (though born within the British dominions) an alien.”

The words “in the United States, and subject to the jurisdiction thereof” in the first sentence of the Fourteenth Amendment of the Constitution must be presumed to have been understood and intended by the Congress which proposed the Amendment, and by the legislatures which adopted it, in the same sense in which the like words had been used by Chief Justice Marshall in the well known case of The Exchange and as the equivalent of the words “within the limits and under the jurisdiction of the United States,” and the converse of the words “out of the limits and jurisdiction of the United States” as habitually used in the naturalization acts. This presumption is confirmed by the use of the word “jurisdiction” in the last clause of the same section of the Fourteenth Amendment, which forbids any State to “deny to any person within its jurisdiction the equal protection of the laws.” It is impossible to construe the words “subject to the jurisdiction thereof” in the opening sentence, as less comprehensive than the words “within its jurisdiction” in the concluding sentence of the same section; or to hold that persons “within the jurisdiction” of one of the States of the Union are not “subject to the jurisdiction of the United States.”

A PROCLAMATION

This proclamation ends a grave national injustice that has been perpetrated upon the American people over the last four years and begins a process of national reconciliation.

Acting pursuant to the grant of authority in Article II, Section 2, of the Constitution of the United States, I do hereby:

(a) commute the sentences of the following individuals convicted of offenses related to events that occurred at or near the United States Capitol on January 6, 2021, to time served as of January 20, 2025:

The Attorney General shall administer and effectuate the immediate issuance of certificates of pardon to all individuals described in section (b) above, and shall ensure that all individuals convicted of offenses related to events that occurred at or near the United States Capitol on January 6, 2021, who are currently held in prison are released immediately. The Bureau of Prisons shall immediately implement all instructions from the Department of Justice regarding this directive.

I further direct the Attorney General to pursue dismissal with prejudice to the government of all pending indictments against individuals for their conduct related to the events at or near the United States Capitol on January 6, 2021. None of this is normal, and it’s our job to keep it from being normalized. Presidents don’t try to erase the Constitution or turn the federal bureaucracy into a loyalty corps. They don’t release violent criminals from prison so they can return the favor. As the examples grow, our job is to refuse to treat them like they’re acceptable. Trump’s abuses have to remain shocking, not because they surprise us, but because they are profoundly unacceptable and contrary to democratic principles.

Trump wants us to abandon those principles. The easiest slide into autocracy is the one where we give up. Continuing to believe in democracy is a profound act of resistance and courage in a moment like this when we are being told it no longer matters.

Release Date: January 21, 2025

WASHINGTON – Yesterday, Acting Department of Homeland Security Secretary Benjamine Huffman issued two directives essential to ending the invasion of the US southern border and empower law enforcement to protect Americans.

The first directive rescinds the Biden Administration’s guidelines for Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) enforcement actions that thwart law enforcement in or near so-called “sensitive” areas. The second directive ends the broad abuse of humanitarian parole and returns the program to a case-by-case basis. ICE and CBP will phase out any parole programs that are not in accordance with the law. The following statement is attributable to a DHS Spokesperson:

“This action empowers the brave men and women in CBP and ICE to enforce our immigration laws and catch criminal aliens—including murders and rapists—who have illegally come into our country. Criminals will no longer be able to hide in America’s schools and churches to avoid arrest. The Trump Administration will not tie the hands of our brave law enforcement, and instead trusts them to use common sense.

“The Biden-Harris Administration abused the humanitarian parole program to indiscriminately allow 1.5 million migrants to enter our country. This was all stopped on day one of the Trump Administration. This action will return the humanitarian parole program to its original purpose of looking at migrants on a case-by-case basis.”

I hereby direct the Administrator of the General Services Administration, in consultation with the Assistant to the President for Domestic Policy and the heads of departments and agencies of the United States where necessary, to submit to me within 60 days recommendations to advance the policy that Federal public buildings should be visually identifiable as civic buildings and respect regional, traditional, and classical architectural heritage in order to uplift and beautify public spaces and ennoble the United States and our system of self-government. Such recommendations shall consider appropriate revisions to the Guiding Principles for Federal Architecture and procedures for incorporating community input into Federal building design selections.

If, before such recommendations are submitted, the Administrator of the General Services Administration proposes to approve a design for a new Federal public building that diverges from the policy set forth in this memorandum, the Administrator shall notify me, through the Assistant to the President for Domestic Policy, not less than 30 days before the General Services Administration could reject such design without incurring substantial expenditures. Such notification shall set forth the reasons the Administrator proposes to approve such design.

RESTORING NAMES THAT HONOR AMERICAN GREATNESS
EXECUTIVE ORDER
January 20, 2025

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose and Policy. It is in the national interest to promote the extraordinary heritage of our Nation and ensure future generations of American citizens celebrate the legacy of our American heroes. The naming of our national treasures, including breathtaking natural wonders and historic works of art, should honor the contributions of visionary and patriotic Americans in our Nation’s rich past.

Sec. 2. Appointments to the U.S. Board on Geographic Names. (a) Within seven days of the date of this order, each agency head with authority to appoint members to the Board on Geographic Names (Board) pursuant to 43 U.S.C. 364a, shall review their respective appointees and consider replacing those appointees in accordance with applicable law.

(b) The Secretary of the Interior shall review and consider additional appointments to the Board to assist in fulfilling all aspects of this order, subject to all applicable laws.

(c) With respect to all applications for naming and renaming submitted to the newly constituted Board, the Board shall advance the policy established in section 1 of this order to honor the contributions of visionary and patriotic Americans and may update its principles, policies, and procedures as needed to achieve this policy.

(d) Where Congressional action is required to establish a renaming in public law, following Board approval on renaming, the Board shall provide guidance to all relevant Federal agencies to use the Board-approved name in the interim in federal documents and achieve consistency across the federal government.

Sec. 3. Renaming of Mount McKinley. (a) President William McKinley, the 25th President of the United States, heroically led our Nation to victory in the Spanish-American War. Under his leadership, the United States enjoyed rapid economic growth and prosperity, including an expansion of territorial gains for the Nation. President McKinley championed tariffs to protect U.S. manufacturing, boost domestic production, and drive U.S. industrialization and global reach to new heights. He was tragically assassinated in an attack on our Nation’s values and our success, and he should be honored for his steadfast commitment to American greatness.

In 1917, the country officially honored President McKinley through the naming of North America’s highest peak. Yet after nearly a century, President Obama’s administration, in 2015, stripped the McKinley name from federal nomenclature, an affront to President McKinley’s life, his achievements, and his sacrifice.

This order honors President McKinley for giving his life for our great Nation and dutifully recognizes his historic legacy of protecting America’s interests and generating enormous wealth for all Americans.

(b) Within 30 days of the date of this order, the Secretary of the Interior shall, consistent with 43 U.S.C. 364 through 364f, reinstate the name “Mount McKinley.” The Secretary shall subsequently update the Geographic Names Information System (GNIS) to reflect the renaming and reinstatement of Mount McKinley. The national park area surrounding Mount McKinley shall retain the name Denali National Park and Preserve.

(c) The Secretary of the Interior shall work with Alaska Native entities and state and local organizations to adopt names for landmarks to honor the history and culture of the Alaskan people.

Sec. 4. Gulf of America. (a) The area formerly known as the Gulf of Mexico has long been an integral asset to our once burgeoning Nation and has remained an indelible part of America. The Gulf was a crucial artery for America’s early trade and global commerce. It is the largest gulf in the world, and the United States coastline along this remarkable body of water spans over 1,700 miles and contains nearly 160 million acres. Its natural resources and wildlife remain central to America’s economy today. The bountiful geology of this basin has made it one of the most prodigious oil and gas regions in the world, providing roughly 14% of our Nation’s crude-oil production and an abundance of natural gas, and consistently driving new and innovative technologies that have allowed us to tap into some of the deepest and richest oil reservoirs in the world. The Gulf is also home to vibrant American fisheries teeming with snapper, shrimp, grouper, stone crab, and other species, and it is recognized as one of the most productive fisheries in the world, with the second largest volume of commercial fishing landings by region in the Nation, contributing millions of dollars to local American economies. The Gulf is also a favorite destination for American tourism and recreation activities. Further, the Gulf is a vital region for the multi-billion-dollar U.S. maritime industry, providing some of the largest and most impressive ports in the world. The Gulf will continue to play a pivotal role in shaping America’s future and the global economy, and in recognition of this flourishing economic resource and its critical importance to our Nation’s economy and its people, I am directing that it officially be renamed the Gulf of America.

(b) As such, within 30 days of the date of this order, the Secretary of the Interior shall, consistent with 43 U.S.C. 364 through 364f, take all appropriate actions to rename as the “Gulf of America” the U.S. Continental Shelf area bounded on the northeast, north, and northwest by the States of Texas, Louisiana, Mississippi, Alabama and Florida and extending to the seaward boundary with Mexico and Cuba in the area formerly named as the Gulf of Mexico. The Secretary shall subsequently update the GNIS to reflect the renaming of the Gulf and remove all references to the Gulf of Mexico from the GNIS, consistent with applicable law. The Board shall provide guidance to ensure all federal references to the Gulf of America, including on agency maps, contracts, and other documents and communications shall reflect its renaming.

Sec. 5. Additional Action. The Secretary of Interior may solicit public and intergovernmental input regarding additional patriots to honor, particularly in light of America’s semiquincentennial celebration, and shall recommend action to me, through the Assistant to the President for Domestic Policy.

Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

It seems that @elonmusk made an awkward gesture in a moment of enthusiasm, not a Nazi salute, but again, we appreciate that people are on edge.

In this moment, all sides should give one another a bit of grace, perhaps even the benefit of the doubt, and take a breath. This is a new beginning. Let’s hope for healing and work toward unity in the months and years ahead.
