Missouri ranks 49th in education. 49th in teacher pay. Number 1 for Covid infections. One wonders if the skills gap and education and covid infections might somehow be related??

Late this morning in Jefferson City around one hundred fifty supporters of Medicaid expansion in Missouri rallied in front the Governor’s Mansion. If the right wingnut controlled General Assembly had honored the wishes of voters and the explicit language they approved for inclusion in the Missouri Constitution access to health care for hundreds of thousands of Missourians would have started today.

“Honor our vote, fund Medicaid expansion”

“Whatever you did not do for one of the least of these, you did not do for me”

The rally organizers were aware of a press event at the Missouri Department of Transportation building with Governor Mike Parson (r). The supporters of Medicaid expansion marched on the sidewalk the short distance to the building and continued the rally there, waiting for the governor to exit the building.

During the latest regular legislative session the right wingnut controlled Missouri General Assembly failed to continue the legislation enabling the previously non-controversial Federal Reimbursement Allowance [FRA] program for Missouri.

There is a looming deadline for legislation to implement the program before it impacts Medicaid and forces cuts in other general revenue funded areas.

Governor Mike Parson (r) has called a special session of the General Assembly in attempt to deal with the mess.

During the latest regular legislative session the right wingnut controlled Missouri General Assembly failed to continue the legislation enabling the previously non-controversial Federal Reimbursement Allowance [FRA] program for Missouri.

Federal Reimbursement Allowance (FRA)
Missouri’s Federal Reimbursement Allowance program directly benefits Missouri’s economic and health care infrastructure. This highly successful public/private partnership serves as a model of vision, creativity and cooperation.

In 1991, Missouri’s health care and governmental leaders were facing significant budgetary challenges. In response, the FRA program began as a voluntary program; it was expanded and enacted into law as a provider tax in 1992. Hospitals provide funds to the state, and Missouri’s Medicaid program (now called MO HealthNet) uses these funds to earn federal matching dollars.

The FRA program has evolved to maximize federal matching dollars and reduce the burden of MO HealthNet on state general revenue. The FRA is a major source of revenue to the state, surpassing all but the two largest sources of general revenue. Today, it is a major funding stream for MO HealthNet. This releases traditional general revenue to be used for other state priorities.

There is a looming deadline for legislation to implement the program before it impacts Medicaid and forces cuts in other general revenue funded areas.

Governor Mike Parson (r) continuing:

The FRA program reduces the burden of MO HealthNet expenses on the state budget and maximizes federal dollars coming to our state AND affects hundreds of thousands of Missourians.

When the General Assembly adjourned regular session back in May, they did so without passing legislation that extended this program. This must be passed as soon as possible or necessary and substantial budget restrictions will need to be made.

This is extremely unfortunate considering we are witnessing general revenue reports that are outpacing projections and an economy that is very strong.

Come July 1, if FRA is not extended, my administration will be forced to make budget restrictions across state government and the consequences would be felt by ALL Missourians.

Without the extension of the FRA and other allowances revenues that are used to balance the budget will simply not exist.

If political maneuvering over extending this program persists, the budget passed in early May will be in direct conflict with our state’s financial reality.

To be clear, this means that we would need to close a nearly $1.4 billion funding gap over the next two years.

Meaning, investments in our state through education, workforce development, and infrastructure would have to be put on hold, and that is frankly unacceptable.

Our investments focus on improving our state and preparing our future generations for tomorrow and without them our state could fall behind.

I know I am not willing to accept that, and I hope that the General Assembly is not either.

We have been transparent with legislators on what restrictions could look like and what is on the line, so it is only right that Missourians know too.

Even recent legislative wins we are eager to sign, would effectively be rejected due to the pending budget gap.

My staff & I have had countless conversations with House & Senate Leadership, and they are aware of these harmful consequences if we fail to extend these programs.

For those that want to move the goal post yet again… know that YOU and YOU alone will own this and the devastating effects on Missourians and our economy if the FRA is not extended.

This is a time that demands leadership among legislators.

My office has done all we can, and we are counting on the General Assembly to deliver and protect ALL Missourians.

We will continue to work with House and Senate leadership to come to a solution by noon tomorrow.

Let me be clear, if FRA is not extended during a special session before July 1, there will be no other opportunity.

Time is of the essence. We must get this done!

We have vaccinated the majority of our scheduled individuals and at this time have extra doses available that we need to administer today to avoid expiration. If you are a Missouri resident and meet the state criteria for Phase 1A or Phase 1B you may come and receive vaccine. Our clinic is at 803 South 20th Street at the PC-R1 School. Vaccine will be on a first come first served basis until our supply is depleted.

Update: At 3 p.m. ANYONE can go get the COVID vaccine at the Knights of Columbus. The health department has opened it up to anyone to avoid wasting the vaccine.
A mass COVID-19 vaccination clinic is happening right now in Bollinger County at the Knights of Columbus in Leopold. Officials say they still have over 1,000 doses to give out. No appointment is necessary, but you can register before hand at MOStopsCOVID.com/navigator. The event goes until 5pm today. KFVS-TV

Bollinger County, Missouri has a population of a little over 12,000.

Missouri town with 65 residents receives nearly 2,000 vaccines for reasons unknown

A mass vaccination clinic in Leopold, MO operated on a first-come-first-serve basis yesterday due to overallocation.

Gov. Mike Parson allocated almost 2,000 vaccines for the clinic. The Bollinger County town’s population of 65 did not fulfill that allocation, leading the health department to open the clinic up to anyone who wanted to be vaccinated.

In today’s COVID-19 press conference update, Gov. Mike Parson was asked if instances like this one, where rural counties have more shots than people showing up to get them, are a waste of vaccine.

“I’m not aware of that,” Parson says in response to the assertion that almost 66% of the clinic’s vaccines went unused. “Maybe you know more than what I evidently do, because I don’t think that’s the case at all.”

Governor Parson again defends vaccine distribution

EFFERSON CITY, MO (KMOX) -A Wednesday mass vaccination event in southeast Missouri’s Bollinger County, that saw only 648 of 1,950 available doses administered, has Missouri Governor Mike Parson defending the state’s distribution plan. Parson denied again that rural areas are getting more than their fair share of the vaccine. “The formula is the same wherever it is,” he says. “It’s based on the population where you are at so there’s nobody in rural Missouri getting vaccinated any more than anyone in urban areas. It’s just not happening.”

A state spokesperson says the 13 hundred doses that were not given out at the event, were sent to a major pharmacy in the area so they could be administered.

Thursday in northwestern Missouri, some 1,100 doses were sent to ta mass vaccination event in Princeton, Mo. Only 401 shots were given out Wednesday.

noone is paying a toll for anyone’s choice but their own. Avoid hotspoylts and danger zones and you will be fine if you keep yourself clean, get rest, exercise and stay away from people you ou do not know.

Not everyone has the luxury of staying away from people they don’t know. There are elderly and compromised people that are still in the work force. I know of an Amish woman who got it and she never leaves the community (she survived, at least).

if a mask can’t protect YOU, then how is it supposed to protect others? And there are millions of mask wearers, yet the numbers aren’t going down. Why? Because it’s a virus…only a good immune system can fight a virus. An continually worn masks deplete your own immune system. And fyi, I wear one where required, but am not stupid enough to wear in in my own car alone with windows rolled up, or outside in my yard with no one around. This is not about a virus. It’s about government control. Wake up!
