Jefferson City — During a bill signing ceremony at the Missouri State Capitol, today Governor Mike Kehoe signed two major pieces of legislation—House Bills (HB) 567 and 594—delivering on his commitment to lower taxes and defend small businesses.

“Conservative leadership is about keeping more money in the hands of Missouri families, and less in government coffers,” said Governor Kehoe. “Today, we are protecting the people who make Missouri work—families, job creators, and small business owners—by cutting taxes, rolling back overreach, and eliminating costly mandates.”

HB 567, sponsored by Representative Sherri Gallick and Senator Mike Bernskoetter, modifies provisions relating to employee compensation.

Maintains the state’s minimum wage law at $15 per hour, repealing the annual Consumer Price Index adjustment, and extends the wage requirement to public employers as well as private.
Repeals onerous paid sick leave mandates on Missouri small businesses, including:
Requirements dictating when and how paid leave must be provided.
Burdensome record keeping and compliance obligations.

Governor Kehoe Activates Missouri National Guard as Precautionary Measure in Response to Civil Unrest

JUNE 12, 2025

Jefferson City — Today, in response to immigration enforcement protests planned across Missouri, Governor Mike Kehoe signed Executive Order 25-25, activating the Missouri National Guard as a precautionary measure in reaction to recent instances of civil unrest across the country.

“We respect, and will defend, the right to peacefully protest, but we will not tolerate violence or lawlessness in our state,” Governor Kehoe said. “While other states may wait for chaos to ensue, the State of Missouri is taking a proactive approach in the event that assistance is needed to support local law enforcement in protecting our citizens and communities.”

This week, the Missouri Department of Public Safety, Missouri State Highway Patrol, and Missouri National Guard established a Unified Command to monitor situations on the ground and prepare to assist local law enforcement.

Executive Order 25-25 declares that a State of Emergency exists in the State of Missouri due to civil unrest and calls on the Adjutant General, or his designee, to call and order into active service such portions of the National Guard personnel as he deems necessary to aid executive officials of Missouri to protect life and property.

It is further ordered and directed that the Adjutant General or his designee, and through him, the commanding officer of any unit or other organization of the National Guard, to take action and employ such equipment as may be necessary in support of civilian authorities and provide such assistance as may be authorized and directed by Governor Kehoe.

WHEREAS, our citizens have the right to peacefully assemble and protest, and the State of Missouri is committed to protecting the lawful exercise of the citizens’ constitutional rights; and

WHEREAS, the events that are occurring or could occur in the cities of Kansas City, Springfield, St. Louis, and other affected communities, in the State of Missouri, have created or may create conditions of distress and hazards to the safety, welfare, and property of the citizens and visitors of the communities beyond the capacities of local jurisdictions and other established agencies; and

WHEREAS, the rule of law must be maintained in the cities of Kansas City, Springfield, St. Louis, and other affected communities, in the State of Missouri, for the protection, safety, welfare, and property of the citizens, visitors, and businesses of those communities; and

WHEREAS, additional resources of the State of Missouri are or may be needed to help relieve the conditions of distress and hazard to the safety and welfare of the citizens of the cities of Kansas City, Springfield, St. Louis, and other affected communities; and

WHEREAS, the conditions necessary to declare the existence of an emergency pursuant to Chapter 44, RSMo, are found to exist due to the potential of civil unrest; and

WHEREAS, an invocation of the provisions of sections 44.010 through 44.130, RSMo, is necessary to ensure the safety and welfare of the citizens of the State of Missouri; and

WHEREAS, in consultation with community leaders, public safety officials, and emergency preparedness officials, I have determined that the following actions are necessary and appropriate to provide for the safety and welfare of Missouri’s citizens, visitors, private property, and businesses.

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and the Laws of the State of Missouri, including Sections 44.010 through 44.130, RSMo, do hereby declare that a State of Emergency exists in the State of Missouri due to civil unrest.

I further order, pursuant to Sections 41.480 and 41.690, RSMo, the Adjutant General of the State of Missouri, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary to aid the executive officials of Missouri, to protect life and property, and it is further ordered and directed that the Adjutant General or his designee, and through him, the commanding officer of any unit or other organization of such organized militia so called into active service take such action and employ such equipment as may be necessary in support of civilian authorities, and provide such assistance as may be authorized and directed by the Governor of this State.

This order shall terminate on June 30, 2025, unless extended in whole or in part.

Today:

Governor Mike Kehoe Issues Executive Order to Eliminate DEI Programs in Missouri State Agencies

FEBRUARY 18, 2025

Jefferson City — Today, Governor Mike Kehoe signed Executive Order 25-18, directing all Missouri state agencies to eliminate Diversity, Equity, and Inclusion (DEI) initiatives and ensure compliance with the constitutional principle of equal protection under the law. The order bars the use of state funds for DEI and prevents agencies from considering DEI in their hiring decisions.

“Missourians deserve a government that treats all individuals equally, without preferential treatment or discrimination based on immutable characteristics,” said Governor Kehoe. “Our state agencies must operate under a framework that ensures fairness, equal opportunity, and merit-based decision-making. This order reaffirms Missouri’s commitment to a constitutional, color-blind approach that serves all citizens fairly.”

The executive order includes the following key directives:

Equal Protection of All People: State agencies must uphold the constitutional principle of equal treatment under the law;
Elimination of Public Funds for DEI: State agencies are barred from using public funds for DEI-related positions, organizational structures, policies, procedures, practices, activities, training, programs, or contracts;
Prohibition on Considering DEI in State Hiring Decisions: Agencies are prohibited from considering DEI factors in hiring decisions; and
Compliance Review: Agencies must conduct a comprehensive review of existing contracts, programs, and policies within 90 days to ensure full compliance with the directive.
While this order directs the removal of DEI-based programs, it does not apply to any requirements in federal or state statute that uphold the rights and freedoms of Missouri citizens. State agencies will continue to enforce all laws that prohibit discrimination and ensure fairness for all citizens.

WHEREAS, the principles that all people are created equal and entitled to equal protection under the law are enshrined in the Constitutions of the United States and the State of Missouri; and

WHEREAS, all individuals should have the freedom to pursue their aspirations and participate in society without discrimination based on immutable characteristics; and

WHEREAS, in Students for Fair Admissions, Inc. v. President and Fellows of Harvard College, 600 U.S. 181, 206, 230 (2023) the Supreme Court stated that the “Constitution is color blind” and “[e]liminating racial discrimination means eliminating all of it[.]”; and

WHEREAS, the State of Missouri is dedicated to the compelling governmental interest of remedying unlawful discrimination in a manner consistent with state and federal law, in that business practices within the State of Missouri should not discriminate, through disparate treatment or disparate impact, against anyone in violation of any law, executive order, rule, regulation, or judicial decision; and

WHEREAS, the State of Missouri is committed to developing and maintaining a talented workforce reflecting the citizens of Missouri and the customers which government serves; and

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, hereby order the following:

I. Color Blind and Equal Treatment:

I hereby order all Executive agencies to comply with the principle of equal protection found in the United States and Missouri Constitutions and ensure that all rules, policies, employment practices and actions treat all persons equally.

II. Diversity, Equity, and Inclusion (DEI) Prohibition:

a. I hereby order that no state funds shall be utilized by Executive agencies toward policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities that solely or primarily support diversity, equity, and inclusion initiatives, as defined in this Executive Order.

b. Executive agencies are prohibited from considering diversity, equity, and inclusion in their hiring decisions.

III. Definitions:

a. Diversity, equity, and inclusion” includes:

i. Efforts to manipulate or influence the composition of an organization based solely on race, color, ethnicity, gender identity, or sexual orientation.

ii. Policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities intended to promote differential treatment of, or special benefits to, individuals based solely on the factors listed under subparagraph i. above, except as authorized by state or federal law.

b.“Executive agency” is any administrative governmental entity created by the Missouri Constitution or statutes of this state under the executive branch, including any department, agency, board, bureau, council, commission, or committee, supported in whole or in part by state funds, any subdivision of an executive agency, and any legally designated agent of such entity.

IV. Timelines:

This Executive Order shall take effect immediately, and all Executive agencies shall review and take appropriate action on existing policies, procedures, practices, trainings, contracts, positions, organizational structures, programs, or activities within their agencies within 90 days to ensure compliance with this directive.

WHEREAS, the United States of America has a proud tradition of democratic governance, honoring its Constitution, institutions, and the peaceful transfer of power; and

WHEREAS, January 20th is designated as Inauguration Day pursuant to the Twentieth Amendment to the United States Constitution, a day of national importance that symbolizes the unity, strength, and achievements of this great country; and

WHEREAS, the ongoing flow of narcotics, including illegal fentanyl, into Missouri poses a grave danger to public health and safety, with overdose deaths from fentanyl reaching epidemic proportions across the state; and

WHEREAS, the safety of Missouri families and communities demands proactive measures to combat the dangerous impacts of illegal immigration and the flow of deadly narcotics; and

WHEREAS, federal immigration enforcement under 8 U.S.C. Section 1357(g) of the Immigration and Nationality Act allows state and local law enforcement agencies to partner with the United States Department of Homeland Security to investigate, apprehend, and detain individuals in violation of federal immigration laws; and

WHEREAS, Section 43.032, RSMo. authorizes the superintendent of the Missouri State Highway Patrol to designate members of the patrol for training in enforcing federal immigration laws, subject to a memorandum of understanding between the State of Missouri and the United States Department of Homeland Security, in accordance with 8 U.S.C. Section 1357(g); and

WHEREAS, empowering Missouri State Highway Patrol officers with training and authority to assist in enforcing federal immigration laws will strengthen the state’s ability to protect its communities from criminal activities and the deadly flow of narcotics; and

WHEREAS, collaboration between state law enforcement and federal authorities is essential to ensure efficient and effective enforcement of immigration laws and to disrupt supply chains bringing deadly drugs into Missouri.

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and the laws of the State of Missouri, including Section 43.032, RSMo., hereby order the following:

Directive to the Department of Public Safety: The Director of the Department of Public Safety, in collaboration with the Superintendent of the Missouri State Highway Patrol, shall work to establish and maintain a memorandum of understanding with the U.S. Department of Homeland Security under 8 U.S.C. Section 1357(g) of the Immigration and Nationality Act and as authorized by Section 43.032, RSMo. The memorandum of understanding shall outline the terms of collaboration between the Missouri State Highway Patrol and federal authorities concerning the enforcement of federal immigration laws.
Training and Certification: Pursuant to Section 43.032, RSMo., the superintendent of the Missouri State Highway Patrol shall designate members of the patrol for training in federal immigration enforcement. This training shall be conducted in accordance with the memorandum of understanding and federal protocols, equipping officers to enforce federal immigration laws during the course of their normal duties in the State of Missouri.
Designation of Duties: Upon successful completion of training, designated Missouri State Highway Patrol officers shall be authorized to enforce federal immigration laws, focusing on the prevention of illegal immigration, the apprehension of criminal offenders, and the interdiction of narcotics trafficking, including fentanyl, that threatens Missouri communities.
Collaboration with Federal Partners: The Department of Public Safety and the Missouri State Highway Patrol shall actively collaborate with federal agencies to share intelligence, coordinate operations, and enhance Missouri’s ability to address criminal threats associated with illegal immigration and narcotics trafficking.

WHEREAS, the State of Missouri instituted a statewide uniform crime reporting system in 2001; and

WHEREAS, every law enforcement agency in the state has since been required to report crime data monthly to the Missouri State Highway Patrol through the statewide uniform crime reporting system; and

WHEREAS, the Missouri State Highway Patrol is statutorily charged with collecting, maintaining, and analyzing the uniform crime data and forwarding appropriate information to the Federal Bureau of Investigation for use in national crime statistics, as well as making such data available to law enforcement and the public at large; and

WHEREAS, illegal immigration poses a considerable challenge to public safety in the state of Missouri; and

WHEREAS, gaps in immigration enforcement can strain public resources, complicate crime prevention efforts, and undermine trust in the rule of law; and

WHEREAS, it is imperative to gather immigration status from law enforcement agencies concerning crimes committed within the State of Missouri; and

WHEREAS, immigration status is currently not collected through the statewide uniform crime reporting system and the implementation of such data collection is vital to fostering a safer environment in Missouri.

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and the laws of the State of Missouri, hereby direct the Department Public Safety, in collaboration with the Missouri State Highway Patrol, to include immigration status within the required fields of the state’s uniform crime reporting system and facilitate the collection of such information across the state.

The University of Missouri held its annual homecoming parade in Columbia this morning. As in all election years local and statewide candidates participate. The parade route winds through the university campus and downtown Columbia – with a crowd numbering in a multiple of thousands.

This morning, we accompanied the grouped entries of Democratic Party candidates in the parade.

Like all parades there’s a lengthy period between line-up and the start of the parade. Candidates and party volunteers can and do utilize the time to visit and sometimes stand for group photos:
