The 51st Legislative District encompasses portions of Warrensburg and Johnson County, part of Pettis County, and a significant amount of Saline County. In 2012 the open seat race was decided by a relatively narrow margin:

State Representative – District 51 (22 of 22 Precincts Reported)

Gary L. Grigsby Democrat 6,244 46.4%

Dean A. Dohrman Republican 6,714 49.9%

Bill Wayne Libertarian 504 3.7%

Total Votes 13,462

This, after republican interests dumped a lot of cash and radio ads in the district.

There’s going to be a rematch. And the third quarter 2013 campaign finance reports have been filed and are available at the Missouri Ethics Commission

Yes, you got that right. A veto proof majority in the Missouri General Assembly voted to nullify federal prohibitions of sawed off shotguns, fully automatic machineguns, and silencers.

Forget seersucker. It looks like scratchy gray wool uniforms are back in vogue. [That sarcastic reference to the last serious nullification disagreement which was settled almost 150 years ago came from someone else on the Internets.]

There’s even more right wingnutty goodness in HB 436:

….6. Any official, agent, or employee of the United States government who enforces or attempts to enforce any of the infringements on the right to keep and bear arms included in subsection 3 of this section is guilty of a class A misdemeanor….

As for ideology, Dean Dohrman (r) found himself in familiar right wingnut company (from his campaign web site):

I believe that life should be protected from conception to natural end.

That’s all of it. No word on what Dean Dohrman (r) thinks about Todd Akin’s (r) or Richard Mourdock’s (r) opinions on the subject.

We’ll look forward to reporting on those future votes against war and to repeal the death penalty.

Gun Rights

My thoughts on a man or woman’s right to bear arms.

Does this foreshadow a future vote in favor of the Equal Rights Amendment?

Role of States

Our Founders established a system of separation of powers and checks and balances.  In Federalist 45, James Madison stated that the primary function of the federal government is national defense and the bulk of other government falls upon the states.  Obviously, this has been lost over the years, and we need to return to the original concept of Madison.  The government closest to the people is the best government.

Ah, a tenther. As if the Constitution and over two hundred years of precedent and stare decisis don’t matter.

Let’s look at the money, starting with a lot of late money for direct mail coming from the Missouri republican party (via the Missouri Ethics Commission):

And the candidate barely manages to eke out a win overall against a severely underfunded opponent? Hallelujah! That’d be a considered a mandate for a right wingnut.

….”Over the course of this past week, Missouri Right to Life has been inundated with requests for interviews regarding Todd Akin. We responded by issuing a statement in support of Cong. Akin’s defense of the life of an unborn child conceived in rape. Nothing has changed with the MRL PAC endorsement of Cong. Akin for the U.S. Senate.

“Cong. Akin’s statement defending the lives of unborn children conceived in rape has been misinterpreted and attacked by the media, anti-life extremists, and many squeamish Republicans who lack the intestinal fortitude to defend their own platform which states: ‘we assert the sanctity of human life and affirm that the unborn child has a fundamental individual right to life which cannot be infringed.’

“While Cong. Akin stumbled in making the point that there is a difference between a rape assault and statutory rape, and the incidence of pregnancy resulting from rape is low, his statement to not punish an innocent child for the crime of the father and defending the life of that child is what really has the anti-life extremists so exorcised….

Nah, Dean Dohrman (r) probably wasn’t concerned about wearing that Todd Akin (r) sticker at the State Fair.

We’ve been covering the retail politics Gary Grigsby’s (D) 51st Legislative District campaign. Last night he advanced to the general election, garnering two thirds of the vote in his primary race.

For the candidates with primary opponents this is the last weekend before the election on Tuesday to get some campaigning in.

Gary Grigsby, a Democratic party candidate in the 51st Legislative District, sets out for some last weekend before the primary campaigning.

Unlike many of the statewide campaigns and some state senate races with their very large media budgets – you’ve seen the television commercials – most House candidates work the phones, go door to door, put up signs, run a few newspaper ads and drop a few home grown mail pieces. The mail and other contacts are directed at frequent voters – those people who actually bother to show up and vote in off year, primary, and local issue elections. On Tuesday evening the candidates will find out if it all worked.

It’s retail politics the way it should be.

The district extends from the eastern part Warrensburg in Johnson County, through parts of western Pettis County, into Marshall in Saline County. Gary Grigsby has owned and operated a small business in downtown Warrensburg for a number of years, lives in Johnson County, and was raised in Saline County. We spoke about the economy, jobs, and education:

What’s a republican incumbent to do? The Appellate Apportionment Commission cut Representative Denny Hoskin’s (r) base out from under him.

The map of the new 51st Legislative District, including the eastern half of Warrensburg, part of Pettis County, and the city of Marshall in Saline County – from the Appellate Apportionment Commission.

Denny Hoskins (r) lives approximately two and a half miles from the far southwest corner of the new 51st Legislative District. A district which, at close to fifty miles from corner to corner, includes a good chunk of Saline County and the city of Marshall in Representative Joe Aull’s (D) old district. Representative Aull (D) cannot run again due to term limits.

Knob Noster, in eastern Johnson County and a significant contributor to Hoskin’s margin in 2008 (a narrow victory with a recount), is now lumped in with Sedalia in the new 52nd Legislative District. On the other side, Warrensburg is cut in half, with the University of Central Missouri (and those presidential election year student voters in the dorms) in the new 54th Legislative District.

Let’s take look at that new 51st Legislative District:

Whoa. A 58.5% Democratic performing district, with a 51.1% performance in 2010 when Democrats didn’t bother voting? 2012 won’t be 2010.

And to further demonstrate that the Appellate Apportionment Commission has a sick sense of humor and is well attuned to karma, the Missouri Valley Community Action Agency is located in Marshall. Uh, oh.

Remember this, from Representative Denny Hoskins’ (r-noun, verb, CPA) September 20, 2010 Capitol Report?:

…My own questions were based on those I received from constituents concerning the film festival.  As you can see, I did not request funding be withheld or rescinded.  I simply asked how people who need assistance would be helped by the film festival.  Since the film festival was held, I have received even more questions from constituents.  The idea of a film festival or similar event to shine a spotlight on the Warrensburg community is not in itself a bad idea.  How to pay for this event is what concerns me…

….Rep. Denny Hoskins took partial credit for the withdrawal of funds in a Sept. 10 release labeled, “Rep. Denny Hoskins helps recover Social Services funding inappropriately used….”

Apparently it’s really convenient to immediately claim credit when teabaggers have been complaining and it’s also really convenient to walk it all back when more rational constituents wonder what the big to do was all about….

And, according to RBH (via e-mail), the population breakdown in the new 51st Legislative District is:

That’s a huge margin.

This doesn’t look very good for Representative Denny Hoskins (r). There may be an out:

Qualifications of representatives.

Section 4. Each representative shall be twenty-four years of age, and next before the day of his election shall have been a qualified voter for two years and a resident of the county or district which he is chosen to represent for one year, if such county or district shall have been so long established, and if not, then of the county or district from which the same shall have been taken.

Since the Appellate Apportionment Commission came up with the new districts less than a year before the 2012 election, does “…if such county or district shall have been so long established, and if not, then of the county or district from which the same shall have been taken….” mean that Denny Hoskins can run in the 54th Legislative District by moving to the west side of Warrensburg, or in the 52nd Legislative District by moving to Knob Noster? Does he even need to move for 2012? Just asking.

And if Denny Hoskins (r) decides to run in the 51st Legislative District does anyone think the HRCC will run robocalls on his behalf? Do republicans have all the money they need?
