[….]More like 5 [Republican districts] (62.5%) – 3 [Democratic districts] (37.5%)….

We’ll finish:

40.47% > 37.5%.

6 is 75.0% of 8. 2 is 25.0% of 8.

37.5% > 25.0%.
[….]

7 is 87.5% of 8. 1 is 12.5% of 8.

40.47% > 12.5%.

Math is hard. Apparently more so for a CPA.
