JOINT RESOLUTION
Submitting to the qualified voters of Missouri an amendment repealing Section 2 of Article I of the Constitution of Missouri, and adopting one new section in lieu thereof relating to affirming life.
Be it resolved by the House of Representatives, the Senate concurring therein:
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2020, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to Article I of the Constitution of the state of Missouri:
Section A. Section 2, Article I, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as Section 2, to read as follows:
Section 2. That all constitutional government is intended to promote the general welfare of the people; that all persons have a natural right to life, liberty, the pursuit of happiness and the enjoyment of the gains of their own industry; that all persons are created equal and are entitled to equal rights and opportunity under the law; that to give security to these things is the principal office of government, and that when government does not confer this security, it fails in its chief design.
(1) That the term “person” under this constitution includes every human being, including every in utero human child at every stage of biological development from the moment of conception until birth.
(2) Nothing in this constitution secures or protects a right to abortion or requires the funding of an abortion.Section B. Under section 116.155 and other applicable constitutional provisions and laws of this state authorizing the general assembly to adopt ballot language for the submission of a joint resolution to the voters of this state, the official ballot title of the amendment proposed in section A shall be as follows:
“Should the Missouri Constitution be amended to protect pregnant women and children in the womb by recognizing that a child in the womb of a woman is a person with a right to life which cannot be deprived by state or private action without due process and equal protection of law?”.
Section C. Under section 116.155 and other applicable constitutional provisions and laws of this state authorizing the general assembly to adopt a fiscal note summary for the submission of a joint resolution to the voters of this state, the official fiscal note summary of the amendment proposed by section A shall be as follows:
“This change is expected to have no fiscal impact.”

Uh, what “policy experts”? This Tweet reads like it came from a right wingnut Tweet-o-matic blandifier bot. Gee, let’s combine a Dr. Martin Luther King, Jr. quote with some meaningless right wingnut talking point.
The responses on Twitter are less charitable:
Are you seriously trying to use Dr. King’s legacy to attack the very people he was fighting for? There is no dignity in working full time or more and still living in poverty. There is no dignity in losing everything you’ve worked for to pay for medical treatment.
There is no dignity in taking children away from their parents and putting them in cages. There is no dignity in failing to uphold the minimum standards of your job by making sure the government is open to serve the people.
There is no dignity in lying to the American people by fabricating a crisis. There is no dignity in scapegoating those who have the least to provide cover for those who have the most. There is no dignity in forcing people to work for no pay as leverage.
In short Senator, there is no dignity in you, your party or your president and until you summon some, the words of Dr. King will be beyond and above you.
You’re taking that quote entirely out context, in that King was making a case for a liveable wage and benefits for all workers. He was saying workers should be treated with respect and valued by politicians, no matter what their job title be.
If you want to honor MLK in service of this quote, open the government and show government workers that their work has value, deserves respect, and they deserve to be paid for that work. Not held hostage by a corrupt President for a monument to racism. #TrumpShutown

Saturday’s Kansas City Women’s March was centered at Unity Temple on the Plaza – the organizers modifying the march and their earlier rally plans due to the extreme cold weather.
Participants gathered in the Unity Temple lobby before the 2:00 p.m. start of the march. Well over five hundred individuals participated in the march.
The march proceeded through the Plaza to Mill Creek Park and back.
The marchers then returned to Unity Temple for a rally. There were close to a thousand individuals in attendance at the rally.

Councilwoman Alissia Canady: Good afternoon everyone. Mayor Sly James is always a tough act to follow. But I will tell you, looking out this crowd of strong, capable, beautiful women and allies of all persuasions who have come to support the continued fight for gender equity, I’m filled with a sense of pride. A hope that hate cannot take away.
We have a sense of duty over these dark days and the instability in the national discourse that we have to overcome. We’ve been witness to historic victories of women at the national level. Like my contemporary, yes, yes, like my contemporary Ayanna Pressley, the first African American female Congresswoman in Massachusetts who’s [inaudible] to say, she is black and a woman, and proud to be both, however, that is not the totality of who she is.
Like our very own Kansas Congresswoman Sharice Davids, who like myself overcame a disadvantaged background, worked her way through law school, and decided to use her talents to come back and give back to her community to create opportunities for others.
Their success speaks of countless hours – sweat, blood, and tears – that women, girls, and allies, present and past, have committed to the struggle for complete freedom from all oppressive systems, which were so long and served to silence our collective dreams. And make mockery.
But, today is a new day.
We must not squander this moment of national events, but harness it to manifest a future that those who came before us never imagined possible. However, we must be real about the obstacles ahead.
So many of our neighborhoods in Kansas City are blighted due to a history of disinvestment by the government and lack of political will. Often treated as if economic social transformation is not possible. If we intend to grow Kansas City together we have, the wave of national support for women must translate to the actual transformation for the single mother right here in Kansas City.
The woman who dreams of being a small business owner, but lacks access to quality education, child care, affordable housing, and mentors – all these things keep her dreams stuck in neutral.
The violence in our great city must be challenged, not only by supporting police officers with training and tools they need to do their jobs, but effectively, more effectively, but also having honest conversations in our community which in turn results in actionable strategies to address the ever evolving challenges of poverty, substance abuse, and hopelessness.
I believe, I believe we have already grown as a city and a nation to understand that mental health services for those in crisis are preferable to jail, prisons, and [inaudible]. [Inaudible] our responsibility to provide access to that care. We cannot, in good faith, continue to separate the culture of violence within certain communities from the mental, emotional, socio and economic, and political realities that Kansas Citians face within these very communities. We must create a bold, new vision for the future of Kansas City.
When we make all members of our community equal stakeholders in our success we grow Kansas City together. When we serve the entrepreneurial spirit of women of our city, that have been traditionally forgotten, provide resources for their dream to come to fruition, we grow Kansas City together. When we prioritize the mental health of our residents and understand the trauma in these communities, that they serve, we grow Kansas City together. [Inaudible] we grow Kansas City together.

Kansas City Councilwoman Jolie Justus: …You, the women and men of Kansas City are warming my heart on this cold, cold day. I want to thank you so much for your energy. And I want to tell you a little story. I want to start a little bit slower.
And I want to say, has anyone ever had this experience? Has anyone ever had someone approach you and say, where’s your smile sweetheart? Hey baby, why don’t you smile? Here’s one of my personal favorites – smile council lady.
You know, it’s a seemingly harmless suggestion. One I’m sure that most of us have heard on multiple occasions, whether we were sitting around a conference table at work or, you know, some stranger passing us on the street. But, you know, it’s unwanted advice that is frequently given to women leaders. And it is never suggested to our male counterparts.
And I want to take a moment right now to tell you why I’m not smiling. I’m not smiling because someone asked me this week why we need another women’s march. Didn’t we make our point already? Thank you.
I’m not smiling because this summer I watched some of our nation’s highest ranking leaders, they told Christine Blasey Ford that they believed her but it didn’t matter. I’m not smiling because one in three women have experienced some form of physical or sexual violence by an intimate partner. I’m not smiling because the Violence Against Women Act expired due to the Trump shutdown. I’m not smiling because violence against transgender people, particularly transgender women of color, is at an all time high. And I’m not smiling because at the current rate of change the gender pay gap will not close until twenty-one nineteen, that’s one hundred years. So that’s why I’m not smiling. And that’s why we march. That’s why we march. And when we march in our own schedule we will smile.
And lately, I’ve been smiling a lot because I want to.
I am smiling today because I see you marching in solidarity and I see light within the darkness. I’m smiling because the State of Kansas elected Laura Kelly and Sharice Davids. I’m smiling because a record number of women were just elected to the Missouri General Assembly. I’m smiling because Kansas state employees have finally earned parental leave. I’m smiling because thirteen years after we put the work in in Jefferson City we finally passed a lethality review in an effort to decrease domestic violence deaths. I’m smiling because the city of Kansas City stopped requesting salary history, reducing the gender pay gap. And we unanimously passed a law that allows domestic and sexual survivors to break their leases and escape their abusers.
And I’m smiling, I’m smiling because it was women in power with our male allies who got these things done.
And we’re not gonna stop. We will continue to stand and expose violence, harassment and assault. We will use calls against us, those meant to silence and discredit us, to lift each other up. Nevertheless, sisters, we persisted.
It’s been two years since that sunny day in Washington Park when we first gathered to raise our collective voice. It’s been two years and we have not stopped working. We are no longer fighting from the sidelines though, we are no longer on the sidelines. We are supporting and electing women, people of color, and immigrants at every single level of government.
And now that we have a seat at the table, now that we have a seat at the table we are finally moving on with that menu. And although we have made huge strides we cannot slow down. It is only when we lift up and value all women that we will really win this fight.
So join with me today and let’s renew our commitment. Let’s renew our commitment that we will continue to march, we will continue to run, and we will continue to win. This is not an easy commitment, though. I don’t want you to think this is gonna be easy. It’s not gonna happen overnight.
Violence prevention, climate change, racism, voting rights, immigration – these are all important and none of these things can wait. But know this, in your fight you are not alone. When you feel discouraged, when you are overwhelmed and tired, remember that your friends and neighbors are working just as hard on the issues that you cannot personally tackle today. When you need a rest please take it. Know that we will be there to pick up your torch. We’ve got your back. You have to take care of yourself if you want to continue this march. And yes, that means unplugging from time to time. That also mean getting enough sleep, eating well, exercising, spending time with friends, getting outside, and having fun. Do those things.
So, what’s next? What do we need you to do? Well, there are seventy-three days until your next municipal election. There are three hundred and eighty-one days until filing opens for state House and Senate. I want women in this room to file for those seats. There are six hundred and fifty-four days until the next presidential election.
Remember this, when we vote we win. When we run we win. And when we march we win. And we are on the right side of history. We’ve got this.
