AN ACT

To amend chapter 227, RSMo, by adding thereto one new section relating to the sale or lease of naming rights for highways and bridges.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 227, RSMo, is amended by adding thereto one new section, to be known as section 227.218, to read as follows:
227.218. 1. The highways and transportation commission may issue a request for proposals to sell or lease naming rights for a particular segment of highway or for a bridge to the best qualified bidder. All contracts for the sale or lease of naming rights shall be first approved by the highways and transportation commission and then approved by the joint committee on transportation. The highways and transportation commission and the joint committee on transportation may disapprove a contract for any reason. The proceeds of a sale or lease of naming rights shall be deposited into the state road fund.
2. The purchaser or lessee of a naming right shall pay the cost of erecting, maintaining, and removing signage as well as an annual fee as determined by the proposal.
3. The term of contract for naming rights shall not exceed ten years and may be shorter at the discretion of the highways and transportation commission. The purchaser or lessee of a naming right shall have an option of early termination.
4. No naming rights shall be sold or leased for any segment of roadway or bridge that has been designated prior to August 28, 2017, as a named memorial highway or bridge under this chapter or through the joint committee on transportation approval process 16 established under section 227.297.
5. The department of transportation may promulgate all necessary rules and regulations for the administration of this section. Any rule or portion of a rule, as that term is defined in section 536.010, that is created under the authority delegated in this section shall become effective only if it complies with and is subject to all of the provisions of chapter 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable, and if any of the powers vested with the general assembly pursuant to chapter 536 to review, to delay the effective date, or to disapprove and annul a rule are subsequently held unconstitutional, then the grant of rulemaking authority and any rule proposed or adopted after August 28, 2017, shall be invalid and void.
6. The provisions of this section shall expire on December 31, 2037.

AN ACT

To amend chapter 171, RSMo, by adding thereto one new section relating to the treatment of traditional celebrations by school districts.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 171, RSMo, is amended by adding thereto one new section, to be known as section 171.023, to read as follows:
171.023. 1. A school district may educate students about the history of traditional winter and spring celebrations and allow students and district staff to offer traditional greetings regarding the celebrations, including:
(1) Merry Christmas;
(2) Happy Hanukkah;
(3) Happy holidays; and
(4) Happy Easter.
2. Subject to the requirements under subsection of this section, a school district may display on school property scenes and symbols associated with traditional winter and spring celebrations, including a menorah or a Christmas image such as a nativity scene or Christmas tree, if the display includes a scene or symbol of:
(1) More than one religion; or
(2) One religion and at least one secular scene or symbol.
3. (1) A display relating to a traditional winter or spring celebration shall not include a message that encourages adherence to a particular religious belief.
(2) Any display relating to a traditional winter or spring celebration shall be paid for without public funds and be open to the inclusion of items offered by individuals or organizations in accordance with the constitutional requirements of a limited public forum.
(3) Any scene or symbol relating to a traditional winter or spring celebration shall be displayed in a manner so as not to violate the Establishment Clause of the First Amendment of the Constitution of the United States.

Attorney general, election, term of office, begins when–compensation.

27.010. The attorney general for the state of Missouri shall be elected at each general election at which a governor and other state officers are elected, and his term shall begin at 12:00 noon on the second Monday in January next succeeding his election, and shall continue for four years, or until his successor is elected and qualified. The attorney general shall reside at the seat of government and keep his office in the supreme court building, and receive an annual salary of sixty-five thousand dollars plus any salary adjustment provided pursuant to section 105.005, payable out of the state treasury. The salary shall constitute the total compensation for all duties to be performed by him and there shall be no further payments made to or accepted by him for the performance of any duty now required of him under any existing law. The attorney general shall devote his full time to his office, and, except in the performance of his official duties, shall not engage in the practice of law.

Okay, that’s plain language. Live in Jefferson City, keep your main office in the Supreme Court building, get paid for the job, and no moonlighting.

But this is republican controlled Missouri. There are no rules:

This morning local television news in Kansas City reported that they expected “hundreds” to show up for the Women’s March in Washington Square Park. The organizers, as they stated via social media, were expecting several thousand.

Yesterday afternoon in Kansas City over a thousand people attended a march from the Liberty Memorial to City Hall to protest Donald Trump. After a rally at the memorial the marchers proceeded down the hill to Pershing and Main – the Kansas City Police Department routed the marchers up Grand Boulevard.

The Kansas City Police held traffic at Pershing and Main until the entire host had passed through to Washington Square Park and up to Grand Boulevard.
