I enjoyed visiting with folks about election integrity and the great things my Securities Division is doing to combat investment fraud. Scammers are using AI to prey on innocent investors. Case in point, I used AI to “update” 😉 the signs and photos of my personal protestors/fan club outside of the Chamber luncheon yesterday.

There was a demonstration outside the Chamber of Commerce luncheon in Warrensburg on Friday against Missouri Secretary of State Denny Hoskin’s (r) refusal to certify, in a fair, timely manner, the initiative referendum which would allow Missouri voters to weigh in on the right wingnut Missouri General Assembly’s mid-term gerrymander of congressional districts. Over 300,000 voters signed the petition.

Apparently the subject of the referendum certification wasn’t mentioned at the luncheon. The reminders where outside the venue. Go figure.

BREAKING: Missouri Supreme Court Issues Ruling in Fair Map Case as Secretary of State’s Own Data Shows Referendum Is Sufficient
Press Release / May 12, 2026
Today, People Not Politicians Missouri called on the Secretary of State to immediately declare the HB1 referendum sufficient, after the Secretary’s own data showed the referendum has easily surpassed the required threshold statewide and in the necessary congressional districts.

If the Secretary continues to delay certification while moving forward with implementation of HB1, he will be proceeding under a map that will be shown to have been legally suspended as of December 9, 2025. Because a sufficient referendum means HB1 was never in effect, any attempt to treat the HB1 maps as operative would silence the voices of more than 300,000 Missourians and risk conducting an illegal election.

“The Secretary of State’s own data confirms what more than 305,000 Missourians already made clear: this referendum is sufficient, and the people have a right to vote,” said Richard von Glahn, Executive Director of People Not Politicians Missouri. “Today’s ruling from the Supreme Court confirms this fact. A sufficient petition suspends the law the day it is turned in. Unnecessary delays by politicians do not change this fact. If he continues to delay then he is moving forward under a map that has been suspended by the people.”

Officials have suggested the review process could continue until July, despite the Secretary of State’s own data showing the referendum met the required thresholds as of March 23. The threshold has been met even without counting a single of the approximately 100,000 signatures arbitrarily dismissed by Secretary Hoskins and subject to ongoing litigation. People Not Politicians Missouri said that delay only adds to the tactics of obstruction politicians have used all along to silence the voice of the people.

The referendum effort, backed by more than 305,000 Missourians, continues moving toward final certification and placement on the November ballot.

December 9, 2025 to June 7, 2026 (so far). Do the math.

And the remaining 1/3rd inside has been plastered with gold-painted TEMU tchotchkes and other Louis XIV meets Ceaușescu.

We are witnessing the modern equivalent of the Roman Coliseum, where a detached ruling class weaponized “panem et circenses” (bread and circuses) to distract a tormented populace.
The parallels are clear: civic norms erased for pay-per-view reality TV & American Oligarchs in the emperor’s suite.

What Is Amendment 4?

Today, those measures pass with a simple statewide majority. Amendment 4 would require a statewide majority plus a majority in EVERY Missouri congressional district.

The catch: politicians exempted themselves. Measures the legislature refers to the ballot still pass with a simple majority. Only initiatives that come from citizens face the higher bar.

Missouri Gov. Mike Kehoe has scheduled a vote on two amendments this August that would be detrimental to the state’s working families, the poor and democracy as a whole.

Amendment 5 would give lawmakers new power to expand sales and use taxes to replace the state’s 4.7 percent income tax, and Amendment 4 would create a higher bar for passage of citizen-led constitutional amendments. The measures will appear on the Aug. 4 primary ballot.

THE MISSOURI AFL-CIO is recommending a “NO” vote on Amendments 4 and 5 on the Aug. 4 ballot. Amendment 5 would grant lawmakers new power to expand sales and use taxes to replace the state’s 4.7 percent income tax, and Amendment 4 would make it more difficult to pass citizen-led constitutional amendments.

Amendment 4 would require any constitutional amendment placed on the ballot through the citizen-led initiative petition process to pass in all eight of Missouri’s congressional districts. Currently, those amendments need only a statewide majority pass.

“We would in effect, be giving one district veto power over another district,” Hummel said.

The initiative petition process allows citizens to bypass the legislature and propose constitutional amendments directly to voters. It has been used recently to increase the minimum wage and approve paid sick leave, legalize recreational marijuana and to protect abortion rights.

In the last year, the Republican-controlled legislature has overturned the voter-approved paid sick leave initiative and repealed a voter-approved 2024 constitutional amendment protecting abortion rights. Efforts are also underway to weaken the state’s newly passed minimum wage laws.

Who Put This On The Ballot?
Politicians, not citizens.
Amendment 4 was referred to the ballot by the Missouri General Assembly. It was not the product of a grassroots petition. The same body that wrote it then exempted itself from its rules — meaning politicians can still pass referred amendments with a simple majority, while citizen-led initiatives must clear the higher bar. That’s not reform. That’s rigging.

So much winning. It’s obvious to everyone. Missouri Libertarians are not particularly happy with the right wingnut controlled super majority in the Missouri General Assembly and Governor Mike Kehoe’s (r) scam to abolish the income tax in Missouri and shift revenue to regressive sales taxes:

Resolution Against Missouri Amendment 5, Elimination of the Missouri Income Tax

WHEREAS, The Libertarian Party of Missouri supports any legislative measure that results in the net reduction of taxes taken by force, as long as the reduction does not require a compromise of The Party’s other principles.

WHEREAS, Amendment 5 aims to eliminate the Missouri income tax by setting milestones of additional revenue by the State of Missouri that then trigger the reduction of the percentage of income tax collected by the State towards zero.

WHEREAS, Amendment 5 amends the Missouri Constitution to allow a five-year exemption for Missouri legislators to increase the sales tax and the use tax base, intentionally circumventing key voter protections and ballot requirements afforded by what is known as the Hancock Amendment.

WHEREAS, Amendment 5 gives Missouri politicians broad power to increase taxes beyond maximums that were put into place to protect Missouri citizens from rampant government spending, with the loose constraint that the stated goal of those increases be “to reduce or eliminate the income tax.”

WHEREAS, True tax relief comes through a reduction of wasteful government spending and allowing more Missouri families to keep more of the fruits of their labor, and not by rearranging the methods that the State extracts wealth from its citizens.

BE IT RESOLVED, That the Libertarian Party of Missouri opposes the passing of Missouri Amendment 5
