Tax cuts do not create jobs. Demand for products create jobs. No employer is going to hire extra people, unless he needs them.
Give those tax breaks to the middle class and they will spend that money buying widgets, so employers will need to expand. Otherwise, that extra money just goes into the pockets of those at the top.

The nonpartisan Congressional Budget Office estimates that simply extending the 2017 tax cuts would cost more than $4 trillion over a decade — a price tag that would grow if other tax cuts, like Mr. Trump’s proposal to not tax overtime pay, are included. (I have never understood how cutting the source of government income helps pay the debt.)
