Roy Blunt toes the NRA line and reaps big rewards

There’s a post over at Think Progress about Missouri GOP Senator Roy Blunt’s assessment of the chances for rational gun control legislation. While conventional wisdom holds that while we won’t see a ban on semi-automatic weapons as long as the GOP holds the House, only idiots and conspiracy nutjobs (same thing maybe?) will hold out against laws that would expand background checks to the point where they might finally be effective. However, Blunt, whose opinion matters since he is part of the Senate GOP leadership, says expanded background checks aren’t likely to happen and adds:

“… I’m not for a law that would mean that two neighbors couldn’t be able to trade shot guns….most of my energy is going on the mental health side.”

Of course, there’s no indication that such trades would be proscribed. In fact, legislation now in process seeks to reassure Republicans on that topic:

However, the sources emphasize they are trying to work through this sticky issue so that Republicans, especially Coburn, are comfortable that it would address privacy concerns of gun owners, and would have clear exemptions for situations where a background check should not be needed. The most common example of that scenario is a grandfather or uncle giving guns they already own to a grandson or nephew.

One can only hope that there will be as much care to insure that the final proposals are not so watered down that they are, as has been the case in much gun control legislation in the past, rendered ineffective. Requiring that such exchanges be reported so that the ownership of guns can be traced is crucial. As one comment to the Think Progress post noted, there is no guarantee that the “neighbor” with whom Blunt’s innocent gun owner trades (or sells) his firearm would be able to pass a background check.

Dicey ground indeed, since this issue trespasses on black-helicopter, tin-foil hat territory – all those loons who live in fear of big gum’ment and the Obama facist, socialist, communist dictatorship are sure that if the powers that be know who has guns they will surely confiscate them just before they send half the country to the concentration camps they have been secretly building. Especially dicey from my point of view since nobody has bothered to explain to me why crazy people should be dictating policy, particularly when their lunacy points us in directions that have the potential to drag us into a violent, armed vigilante environment.

These are, of course, in spite of what he says, probably not the types of questions that really bother Senator Blunt – although it’s equally probable that he’s more than willing to use such fears to his advantage. When you get down to it, though, Blunt’s always been more of a cash on the barrelhead kind of guy. Think Progress agrees that he’s likely moved by more straightforward considerations:

Unfortunately, 40 percent of firearm sales occur at “gun shows, flea markets, private sales, through newspaper advertisements, and online purchasers” without any background reviews. Blunt, who is the second highest recipient of NRA donations in the Senate (his career receipts total more than $51,000), is hoping to keep it that way.

So, you see, Roy’s just trying to do his best to earn his keep.

Addenda:  Don’t think I missed Blunt’s use of the NRA’s standard “mental health” red herring. An effective use of background checks is desirable precisely because it would help keep guns out of the hands of those with a violent mental health or criminal background. A violently disturbed person with a gun will do lots more damage than one without, and, equivocate though the various NRA proxies may, there’s no way to deny that fact.

Also, of course, compared to identifying potentially violent, mentally-ill folks who need treatment without violating the individual privacy and other rights of a far wider set of individuals, expanding background checks and creating reliable databases for that purpose is easy-peasy. Which is not to say that expanded treatment options for the mentally ill aren’t good things in themselves as long as folks like Blunt (i.e., Republicans) are willing to allocate adequate funding to make them happen in a sustainable fashion, a situation that strikes me as about as likely as my cat learning to fly.

….Eric Meikle, education project director at the National Center for Science Education, disagrees. “This bill is very idiosyncratic and strange,” he tells Mother Jones. “And there is simply not scientific evidence for intelligence design….”

           Section A. Chapter 1, RSMo, is amended by adding thereto one new section, to be known as section 1.250, to read as follows:

           1.250. 1. (1) The liberty of a parent to direct the upbringing, education, and care of his or her child is a fundamental right.

           (2) Neither the state of Missouri nor any political subdivision of this state shall infringe this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served.

           2. (1) This section applies to all laws of this state, and the implementation of such laws, whether statutory or otherwise, and whether adopted before or after the enactment of this section.

           (2) Any statutory law enacted after the date of the enactment of this section is subject to this section unless such law explicitly excludes such application by reference to this section.

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A. Chapters 191 and 571, RSMo, are amended by adding thereto two new sections, to be known as sections 191.238 and 571.068, to read as follows:

191.238. 1. No health care professional or health care facility licensed under chapter 197 shall intentionally enter any disclosed information concerning firearm ownership into a patient’s medical record if the professional knows that such information is not directly related to the patient’s immediate medical care or safety.

2. For purposes of this section, a “health care professional” shall mean a physician or other health care practitioner licensed, accredited, or certified by the state of Missouri to perform specified health services for the diagnosis, treatment, cure, or relief of a health condition, injury, or disease.

3. Any violation of this section shall constitute grounds for disciplinary action under sections 334.100 to 334.103, section 197.070, section 197.220 or any other applicable provisions of law concerning the licensing, accreditation, or certification of other health care professionals by the state of Missouri.

571.068. 1. No employee of a school district, or private or charter school shall ask a student under the age of eighteen whether such student’s parent or guardian, or anyone residing with the student, owns a firearm.

2. A violation of this section is punishable as an infraction.

Be it enacted by the General Assembly of the state of Missouri, as follows:

           Section A. Chapter 105, RSMo, is amended by adding thereto one new section, to be known as section 105.014, to read as follows:

           105.014. 1. Every member of the general assembly shall be subject to random chemical testing of their urine during the legislative session for the purpose of determining drug content. The costs of such testing shall be paid by such member.

           2. To be considered valid, chemical tests of the member’s urine shall be performed according to methods and devices approved by the state department of health and senior services, and shall be performed by licensed medical personnel or by a person possessing a valid permit issued by the state department of health and senior services for this purpose.

           3. A member testing positive for illegal drugs or drugs that have not been lawfully prescribed to such member shall immediately be removed from office and prohibited from running for any elective office for a period of two years.

           4. For purposes of this section, “drug” means marijuana, any narcotic drug or controlled substance as defined in chapter 195, or the metabolite of any such substance.

SB 269 – This act provides that no parking space upon the capitol grounds shall be specifically designated or set aside for any person that is not an official or employee of the state, however an appropriate number of spaces may be designated for handicapped parking.

No person or entity that is not an official or employee of the state shall be allowed an office or reserved space in the State Capitol building, except for reserved space within the Senate and House chambers and galleries, and any non-public person or entity maintaining an office or space shall remove its office or space from the State Capitol building on or before August 28, 2013.

This act is identical to SB 694 (2012) and SB 341 (2011).

Why, if this bill passes and is signed into law the Capitol press corps (whatever is left of it) will have to vacate their luxurious office suites in the building. Oh, and it would make it a little more difficult for the media to document the atrocities during the session. That would explain why a right wingnut republican is sponsoring the bill.

Talent Abdicates Responsibility to Troops

While Ike Skelton (D-MO 4th) is holding the Bush administration responsible and asking the tough questions from his seat on the House Armed Services Committee, Senator Jim Talent (R-W’s Back Pocket) is missing in action over in the Senate chamber. Talent has a seat on the Senate Armed Services Committee, but after reviewing the minutes of SASC meetings, I can verify that he has missed 65 of 95 meetings. I am certain that the men and women fighting and dieing a half a world away in an illegal war that Talent voted to authorize (he votes the way he is told by Bush and the RNC a staggering 94% of the time) don’t mind him abdicating his responsibility to them. They are only the ones in the desert, ill-equiped because three years of combat has taken it’s toll on their vehicles and equipment and facing tour extensions as violence flares in Iraq.

Think about that for a moment, Missouri voters. We have two simultaneous wars going on, and the junior senator from our great state can’t be bothered to show up for meetings of the Senate Armed Services Committee 68.4% of the time….

WASHINGTON – If Mitt Romney would have been elected president, there’s a good chance that the former Midwestern GOP senator testifying at the Senate Armed Services committee last week would have been Jim Talent rather than Chuck Hagel.

Talent, a former U.S. senator and House member from Chesterfield, was a senior adviser on defense and security issues to Romney and was on nearly every pundit’s short list of potential cabinet nominees, with several pegging him for a future secretary of Defense….

….Instead of being in the hot seat in a new presidential administration, Talent has added a couple of new assignments to his portfolio this year: He will serve on a panel that advises Congress on the Pentagon’s Quadrennial Review and is one of a dozen members of another advisory panel on U.S.-China economic and security issues….

Apparently showing up isn’t high on the list of essential qualifications for potential republican administration cabinet secretaries.

Ah, the old “it was an oversight on defense oversight” should come out at any moment – if anyone ever bothered to do a little bit of research and ask questions instead of regurgitating inside the beltway conventional wisdom.

But do they sell ads targeted to promote high risk investment opportunities in precious metals?
