AN ACT

To amend chapter 701, RSMo, by adding thereto one new section relating to on-site sewage disposal system requirements.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 701, RSMo, is amended by adding thereto one new section, to be known as section 701.200, to read as follows:

701.200. 1. For purposes of this section, the following terms shall mean:

(1) “On-site sewage disposal system”, the same meaning as defined in section 701.025;

(2) “Religious organization”, a church, synagogue, mosque, or other entity that has or would qualify for federal tax-exempt status as a nonprofit religious organization under Section 501(c) of the Internal Revenue Code.

2. Any on-site sewage disposal system of a building or facility owned by a religious organization and used for a religious purpose that does not serve a school or day-care facility shall be exempt from all rules relating to on-site sewage disposal systems unless such system is determined to present a threat to groundwater or public health.

3. Notwithstanding this section or any provision of law to the contrary, no religious organization shall be required to replace, change, upgrade, or otherwise be compelled to alter an existing on-site sewage disposal system installed prior to August 28, 2015, unless such system is determined to present a threat to groundwater or public health.

An interesting outcome in the 117th Legislative District race. The unopposed republican candidate won:

Office/Candidate Name Party Votes % of Votes

State Representative – District 117 17 of 17 Precincts Reported

Linda Black Democratic 5,081 100.000%

Total Votes: 5,081

[emphasis added]

Apparently Linda Black (r) switched parties immediately after the election because Attorney General Chris Koster doesn’t find gay marriage icky enough (via Facebook):

Linda Black [….] you can be angry and consider this deceptive. I am loyal to my convictions and you do not know what lead to this decision because you have chosen to post rather than call.

This decision became more clear with the recent decision by our atty general to not defend our Missouri Constitution.

And some comments:

[….] Linda you are of course free to be what ever you want, my complaint is that you were not open about your political affiliation. When individuals vote they should have the correct information. That is one of my convictions.

[….] I beg to differ. It was the Democrats that put her in office so it is everyone’s business that voted for her as a Democrat. This was a blatant deception to the party who put her in office. She should have been honest earlier so a Democrat would have had a chance to run against her. This was clearly a political move on her part to save her job by keeping the ballot unopposed!

Talk about bad timing:

Judge rules that gay marriage ban in Missouri is unconstitutional

Denying Missouri’s gay couples the opportunity to marry is unconstitutional, a judge ruled this afternoon.

As a result, St. Louis Circuit Judge Rex Burlison said in his decision, marriage licenses can be issued beginning today.

“The Court finds and declares that any same sex couple that satisfies all the requirements for marriage under Missouri law, other than being of different sexes, is legally entitled to a marriage license,” Burlison wrote.

He said that the Missouri Constitution violates the Equal Protection Clause and Due Process Clause of the 14th Amendment to the U.S. Constitution….

Bad timing indeed. Heh. Still, Linda Black (r) is now free to cosponsor any legislation on Agenda 21, Sharia law, or nullification that she’d like.

Do you support Gov. Matt Blunt’s recent decision to cut Medicaid services for Missourians? Why or why not? What suggestions do you have for the Medicaid Task Force that is charged with redesigning the program?

I believe the Medicaid cuts went too far. I agree with the argument that too many people were abusing the program and diverting funds from those who truly needed help the most. However, I think the cuts may have gone too far in hurting our seniors and disabled. I believe we need to look at ways to provide our senior citizens and mentally ill with more affordable prescription drugs. We also need to re-examine our programs to help people who are on Medicaid get back to work. As State Representative I will also fight against allowing our Medicaid program to sunset.

It was late 2005, lots of people were saying zany things at the time. Youthful indiscretion.

Jason Smith is the nominee in Missouri’s 8th district (or they directly made him Congressman for life if you’re a DC-based political reporter who doesn’t think a 32 year old Congressman could ever think of running statewide in a few years).

Congrats to the current Lt. Governor on pulling himself ahead of Bob Parker while finishing in 2nd place for the nomination. Now that means the special election bill is gonna stall, right? Who’ll carry that bill in the 2014 session if Jason Smith is exiled to Washington DC? Suspense.

Last I checked, an election was still scheduled for June 5th, 2013. State Representative Linda Black of Bonne Terre is the most likely candidate to be nominated by the Democratic party next weekend at an undisclosed location.

(Also, the Libertarian Party nominated Bill Slantz of St. Charles today to carry the mantle of liberty and receiving random protest votes)
