Gary Grigsby, the Democratic Party candidate in the 51st Legislative District issued the following release on yesterday’s veto override vote of HB 1307 – the bill adding a seventy-two hour waiting period for an abortion:

REPRESENTATIVE DEAN DOHRMAN SUPPORTED EXTREME ABORTION BILL TO TRIPLE MANDATORY DELAY

JEFFERSON CITY- On Wednesday, the Missouri Legislature convened during its constitutionally scheduled veto session to take up a number of bills that were vetoed by Democratic Governor Jay Nixon.   In a vote of 117-44, the legislature overrode the Governor’s veto and added a 72 hour mandatory delay on all women seeking abortions in the state, including those who are victims of rape and incest.

Of the 144 votes, Representative Dean Dohrman supported the measure to add the needless waiting period, which is one of the most extreme in the country.  “This extreme bill adds another layer of government intrusion and stress to an already traumatic time,” said his opponent Gary Grigsby.  

“It’s time that our legislature focused on the important task of creating jobs and making our schools better instead of taking away decisions that should be left to a woman, her family, and her doctor.”  Grigsby continued, “This bill further traumatizes victims by prolonging their grief.  The legislation is insensitive, wrong-headed, and has no place in Missouri.”

“This is just another example where the Missouri Legislature has added one more layer of invasive government regulations to women’s health.  The sole purpose of tripling the waiting period is nothing more than a way to score political points at the expense of victims.  These decisions should be made in a doctor’s office and not in Jefferson City,” said Grigsby.  “There is no discernible impact on the number of abortions but the consequences for women are real.”

House Bill 1307  (Sponsored by Kevin Elmer R-Nixa) expands the current 24 hour waiting period on abortions to 72 hours and does not make exceptions for victims of rape and incest.  This legislation is representative of the extreme nature in which the Republican Super-Majority has moved in our state.  

Gary Grigsby is running against Representative Dohrman for the 51st District in the Missouri House of Representatives which includes the parts of Saline, Pettis, and Johnson Counties.

Gary Grigsby needed just 471 votes. Paul Quinn needed 583. For Mark Ellebracht, the magic number was 214.

All are Democrats who needed just a nudge from a popular governor like Jay Nixon to put them over the top in their state representative races in 2012….

….Even if Nixon succeeds in killing the current measure, Republicans have time this session to revise it, putting the governor in the same jam.

He has no one to blame but himself. In 2012, he could have done more.

Morgan gets that Nixon sold himself as a different sort of politician who is not ideologically driven. He has a tough Republican legislature to deal with. Any pol wants a big re-election win.

But a more engaged Nixon would have put 10 more D’s into House seats, he said.

“He’s looking out for himself.”

A letter to the editor written by Gary Grigsby – a member of the Warrensburg R-VI school board and current Democratic Party candidate in the 51st Legislative District, appeared in yesterday’s Warrensburg Daily Star Journal:

Senate Bill 509, also known as SB509, has been passed by the Missouri Legislature and sent to Governor Nixon for consideration.  The provisions of the Missouri Constitution (Article III, Section 31) provide 15 days for the Governor to decide whether to sign into law or Veto the Bill.  

Last year, the Legislature passed a similar tax cut Bill (HB253) in the waning days of the regular session.  Instead of 15 days, the Governor had 45 days to decide on that Bill.  His Veto then became the subject of an override attempt in the September Veto Session.  The Legislature may take up for reconsideration for overriding any Bill which was Vetoed by the Governor if the Veto occurs before the regular session ends.  It requires a two-thirds affirmative vote in both chambers of the Legislature.  House Bill 253 failed in the override attempt.  

The effect of putting HB 253 into law was estimated to reduce the state foundation formula to the Warrensburg R-VI School District by a range of $931,428 to $1,612,088 which would have been about 8.5% to 14.6% of the foundation formula.  Superintendent Dr. Scott Patrick received projections that the minimal effect of SB509 would result in nearly $958,000 cut from the state foundation formula for the District.  We cannot sustain the legislature’s roller coaster budget ride and have reasonable plans to move education in the school district forward.

Opponents and proponents to the override of HB253 had several months to take their position to the public and receive feedback from the voters across the state on HB253.  We do not have the luxury of time with SB509 and need to express our opinions immediately to our elected representatives and to the Chair of the Senate Education Committee, our own Senator David Pearce.

The expected override attempt of the anticipated Veto is first voted in the chamber where the Bill originated – in this case the Senate.  If the override question receives a two-thirds vote in the Senate, then it is sent to the House for a similarly required two-thirds affirmative vote which would have the effect of putting that Bill into law.

Putting SB509 into law will gut public education, close Marshall and Higginsville Hab Centers along with about 5 others in the state, and shut down basic services to Missourians.  

Call your state senator and/or representative and ask them to vote “No” on the override attempt.  Missouri schools are already struggling to maintain quality education and cannot sustain the effect of further cuts in state funding.

No Democrats filed in the 54th Legislative District against incumbent Representative (and Speaker Pro Tem) Denny Hoskins (r). Representative Dean Dohrman (r), legislative yes man and freshman representive, who narrowly won the 51st Legislative District seat in an open race with Gary Grigsby (D) in 2012 is facing a rematch in 2014. The 51st and 54th are neighboring districts.

The end result? Denny Hoskins (r) is free to prop up Dean Dohrman’s (r) campaign coffers since Representative Hoskins won’t have to spend any appreciable amount of money on his reelection effort.

In 1994, then U.S. Senate candidate John Ashcroft walked in the homecoming parade in Warrensburg. At the time, as a candidate, he repeatedly avoided expressing any opinion on Amendment 7, which was on the November ballot and which would have had devastating economic impact on institutions like the university. The crowd at the parade knew this. And they were going to let him know something else. John Ashcroft was loudly and continually heckled by individuals over the entire parade route.

The sole republican entry in the parade. Apparently there were no elephants available to pull the wagon.

Irony. Cue the regular commenter.

During “off” years in the election cycle fewer politicians participate in the populist tradition of walking in a college homecoming parade. ‘Tis the season, and since it’s an off year, not too many politicians participated in today’s parade in Warrensburg. Representative Vicky Hartzler (r) didn’t walk in the University of Central Missouri parade (as far as I could tell). We haven’t heard from anyone who saw her at the University of Missouri homecoming parade in Columbia (not that we checked with any diligence). We suspect if she did she would have posted a cheery blurb with a picture via Twitter.

Do you think if Representative Hartzler (r) had walked in the University of Central Missouri parade she would have heard from constituents who weren’t happy about her vote to keep the government shut down? You betcha.

Interestingly, Representatives Denny Hoskins (r) and Representative Dean Dohrman (r), who voted to screw the University of Central Missouri, didn’t walking in today’s parade either.

Do you think if Representatives Hoskins (r) and Dohrman (r) had walked in the parade they would have heard from constituents who were unhappy about their lack of support for the welfare of the university? You betcha.

If you heckle a politician in a parade and they’re not there to hear it because they were busy making potato soup, brats and chocolate sheet cake, will they notice your displeasure?

Gary Grigsby (D), a candidate for the 51st Legislative District did walk in today’s parade. He was greeted warmly by individuals in the crowd.

The 51st Legislative District encompasses portions of Warrensburg and Johnson County, part of Pettis County, and a significant amount of Saline County. In 2012 the open seat race was decided by a relatively narrow margin:

Gary L. Grigsby Democrat 6,244 46.4%

Dean A. Dohrman Republican 6,714 49.9%

Bill Wayne Libertarian 504 3.7%

Total Votes 13,462

This, after republican interests dumped a lot of cash and radio ads in the district.
