Quinton Lucas.

From Kansas City, Missouri Mayor Quinton Lucas:

Mayor Q ‪@mayorq.bsky.social‬

No one who claimed things merited troop deployment will acknowledge that thousands gathered safely together in Kansas City and many other places today, using their rights to voice constitutionally protected dissent.

I appreciate y’all and your voices. Keep speaking up.

Yep.

What did the Missouri National Guard do this weekend? Just asking.

The Clinton, Missouri “No Kings” march (I’m now seeing a reported head count of around 180) was completely organized by a self-organized group of people who are not the usual activist suspects. The march was scheduled to start at 4:00 p.m. It was sunny, with the temperature in the high 80s.

In April, their first march: March – Clinton, Missouri – April 26, 2025 (April 27, 2025)

I can’t overemphasize how good they are. Before the march they signed in participants at their starting location. They’ve pulled in/included young and old. They planned for every detail, passed out straightforward written instructions (“rules”, de-escalation, rights, route), and arranged for an escort by the Clinton Police Department (albeit a single officer). They had an individual pulling a cart in the march for any trash, so that no one could later complain. There were no issues.

The Clinton march organizers had a post-march picnic, grilled hotdogs and and hamburgers, side dishes and desserts to pass, in a celebration of Pride. I had a nice conversation with a charming and bright 96-year-old Clinton resident at the picnic. She grew up during the depression, her late husband had been through all of the European battles in WW II. I asked her if this was the worst time she had witnessed in her lifetime. “Oh, yes, absolutely, this is the worst.”

Going over de-escalation and the march route:

“Fighting MAGA misinformation one unpaid protest at a time”

“Diversity equals Strength”

“Fuck Trump”

“Patriot protesting pro bono”

“No King”

“Respect Existence or Expect Resistance”

When cruelty becomes normal, compassion becomes radical”

“Are we great yet?”

“My first protest in seventy-five years”

“Now you’ve done it, you pissed off grandma”

Staging for a pair of MAGA SUVS, apparently to cruise the car show on the town square or something:

The Warrensburg, Missouri “No Kings” demonstration was scheduled to start at 1:00 p.m. downtown on the lawn of the Johnson County Courthouse. We arrived on the lawn about 30 minutes before the official start. By the end of the rally there were approximately 500 in attendance, with people with signs facing Holden Street. The sky was sunny, the temperature was in the 80s, with many seeking the shade.

There was no march (it was too hot), there were speeches. There was no sound system.

There were several Warrensburg Police officers keeping watch. There was a significant amount of supportive horn honking from passing vehicles. There was one passing “smoker” truck displaying the frustration of an owner who was probably upside down on his payments.

“The Constitution is not a suggestion”

“Resist!”

“We have a Constitution, not a king”

“No Kings or tyrants in America!”

“No Kings in America, since 1776”

On Saturday hundreds of thousands of Americans will take to the streets across the country to protest the travesty which is the second Trump Administration. You can find a location near you via No Kings. At last word there were close to 2000 scheduled events.

The “No Kings” event in Warrensburg, Missouri will start at 1:00 p.m. downtown at the Johnson County Courthouse.

Yesterday:

Johnson County Missouri Democratic Central Committee

STATEMENT FOR PUBLIC RELEASE – JUNE 12 2025

Protests – Exercising your rights and staying safe

The protests in Los Angeles for the past several days and those anticipated nationwide this weekend, Saturday June 14, raise our awareness of First Amendment speech, personal constitutional rights and the role of the government(s) – national, state and local – to maintain law and order.

First, the JoCo Democratic Central Committee believes that the protests which have occurred in west central Missouri are vitally important to draw attention to the conduct of those who continue to ignore the rule of law, especially related to immigrants. We have participated in these events, gratefully exercising one of our most fundamental rights – the right to speak our minds even if critical of government action.

Second, America was and is made better by the vast majority of immigrants — and all of us, except Native Americans—descend from immigrant ancestors. Our diversity for 250 plus years has made the U.S. (to quote a former President of the other party), a “shining city on a hill” for the rest of the world.

Protesting is good and sometimes necessary, just like our founders believed.

Breaking the law and/or engaging in violence is wrong and distracts from the message we are trying to send the American people—that message: You can and should stand up for your own rights and that of other people in this country.

This weekend, if you choose to protest – and please do -, please be aware of your surroundings to keep yourself and your cherished friends safe while protesting. Show respect not only for those whose rights are at issue, but also for law enforcement – they have a job to do too and need your cooperation to do it.

We will participate in a peaceful protest at 1 pm on the 14 June at the Johnson County Courthouse, 300 N. Holden Street in Warrensburg.

Finally, remember our fellow Americans in Los Angeles and support them in whatever lawful way you choose —as we hope and try to avoid major violence there, in other major American cities and in our own backyard this summer. Stay strong and be safe.

‘BLATANT ATTEMPT TO INTIMIDATE’ | House Minority Leader Ashley Aune released a statement on behalf of the Missouri House Democratic Caucus in response to the completely unwarranted state of emergency declaration by Gov. Mike Kehoe.

LET’S BE CLEAR: This is nothing more than an attempt to intimidate and suppress peaceful protest of the federal administration that’s descending into authoritarianism at an alarming pace.

These protests are in response to the very obvious and unabashed transfer of wealth and power to the nation’s billionaire class at the expense of working Americans, regardless of their political affiliation.

“Governor Kehoe should staunchly defend the rights of Missourians, not mimic the authoritarianism of the president,” Aune said.

‘Governor Kehoe’s preemptive declaration of a state of emergency as Missourians prepare to protest an increasingly authoritarian presidential administration is a blatant attempt to intimidate and suppress First Amendment rights.

The protests planned this weekend across Missouri and throughout the nation were sparked by the president’s unwarranted and heavy-handed military responseto opposition to his policies. By doing the same, the governor will only heighten tensions and increase the possibility of conflict.

Governor Kehoe should staunchly defend the rights of Missourians, not mmic the authoritarianism of the president.’

Mayor Lucas’s Office Responds to Governor Kehoe’s National Guard Activation:

[….] The Office of Kansas City Mayor Quinton Lucas issued the following statement in response to Governor Mike Kehoe’s Executive Order 25-25 activating the Missouri National Guard ahead of planned demonstrations:

‘Mayor Lucas is concerned with enhanced state enforcement for one set of protesters, but no action or aid to local law enforcement when Neo-Nazis march through Missouri’s urban streets. The Mayor has confidence in responsible protestors to use their First Amendment rights peacefully and in compliance with the law. More than one thousand Kansas Citians protested peacefully and responsibly just days ago. For those who do not act responsibly, the Mayor stands by the women and men of local law enforcement at KCPD and other agencies to handle any necessary enforcement actions. Unnecessary escalation from our nation’s capital and state capitals undermines local law enforcement and makes all less safe.’

Governor Kehoe Activates Missouri National Guard as Precautionary Measure in Response to Civil Unrest

JUNE 12, 2025

Jefferson City — Today, in response to immigration enforcement protests planned across Missouri, Governor Mike Kehoe signed Executive Order 25-25, activating the Missouri National Guard as a precautionary measure in reaction to recent instances of civil unrest across the country.

“We respect, and will defend, the right to peacefully protest, but we will not tolerate violence or lawlessness in our state,” Governor Kehoe said. “While other states may wait for chaos to ensue, the State of Missouri is taking a proactive approach in the event that assistance is needed to support local law enforcement in protecting our citizens and communities.”

This week, the Missouri Department of Public Safety, Missouri State Highway Patrol, and Missouri National Guard established a Unified Command to monitor situations on the ground and prepare to assist local law enforcement.

Executive Order 25-25 declares that a State of Emergency exists in the State of Missouri due to civil unrest and calls on the Adjutant General, or his designee, to call and order into active service such portions of the National Guard personnel as he deems necessary to aid executive officials of Missouri to protect life and property.

It is further ordered and directed that the Adjutant General or his designee, and through him, the commanding officer of any unit or other organization of the National Guard, to take action and employ such equipment as may be necessary in support of civilian authorities and provide such assistance as may be authorized and directed by Governor Kehoe.

[….]

The executive order:

EXECUTIVE ORDER
25-25

WHEREAS, our citizens have the right to peacefully assemble and protest, and the State of Missouri is committed to protecting the lawful exercise of the citizens’ constitutional rights; and

WHEREAS, the events that are occurring or could occur in the cities of Kansas City, Springfield, St. Louis, and other affected communities, in the State of Missouri, have created or may create conditions of distress and hazards to the safety, welfare, and property of the citizens and visitors of the communities beyond the capacities of local jurisdictions and other established agencies; and

WHEREAS, the rule of law must be maintained in the cities of Kansas City, Springfield, St. Louis, and other affected communities, in the State of Missouri, for the protection, safety, welfare, and property of the citizens, visitors, and businesses of those communities; and

WHEREAS, additional resources of the State of Missouri are or may be needed to help relieve the conditions of distress and hazard to the safety and welfare of the citizens of the cities of Kansas City, Springfield, St. Louis, and other affected communities; and

WHEREAS, the conditions necessary to declare the existence of an emergency pursuant to Chapter 44, RSMo, are found to exist due to the potential of civil unrest; and

WHEREAS, an invocation of the provisions of sections 44.010 through 44.130, RSMo, is necessary to ensure the safety and welfare of the citizens of the State of Missouri; and

WHEREAS, in consultation with community leaders, public safety officials, and emergency preparedness officials, I have determined that the following actions are necessary and appropriate to provide for the safety and welfare of Missouri’s citizens, visitors, private property, and businesses.

NOW, THEREFORE, I, MIKE KEHOE, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and the Laws of the State of Missouri, including Sections 44.010 through 44.130, RSMo, do hereby declare that a State of Emergency exists in the State of Missouri due to civil unrest.

I further order, pursuant to Sections 41.480 and 41.690, RSMo, the Adjutant General of the State of Missouri, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary to aid the executive officials of Missouri, to protect life and property, and it is further ordered and directed that the Adjutant General or his designee, and through him, the commanding officer of any unit or other organization of such organized militia so called into active service take such action and employ such equipment as may be necessary in support of civilian authorities, and provide such assistance as may be authorized and directed by the Governor of this State.

This order shall terminate on June 30, 2025, unless extended in whole or in part.

IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, on this 12th day of June, 2025.
