AN ACT

To amend chapter 143, RSMo, by adding thereto one new section relating to a deduction for certain federal tax payments.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 143, RSMo, is amended by adding thereto one new section, to be known as section 143.845, to read as follows:

143.845. In addition to all deductions listed in this chapter, a taxpayer shall be allowed a deduction for amounts assessed and paid under Section 5000A of the Internal Revenue Code of 1986, as amended. As used in this section, “deduction” shall mean an amount subtracted from the taxpayer’s Missouri adjusted gross income to determine Missouri taxable income for the tax year in which such deduction is claimed.

So, Missouri taxpayers are currently only paying for Medicaid expansion in other states because the republican controlled General Assembly won’t do anything to address the issue of the uninsured in Missouri. And while they’re at it, in their infinite wisdom, they want to reduce Missouri’s revenue (and, think about the cascading effects, while increasing Missouri’s health care costs) while their inaction on Medicaid continues to siphon Missouri taxpayer dollars to other states.

What a clown show.

To repeal section 105.463, RSMo, and to enact in lieu thereof two new sections relating to

gubernatorial appointments.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Section 105.463, RSMo, is repealed and two new sections enacted in lieu thereof, to be known as sections 105.463 and 105.1420, to read as follows:

105.463. Within thirty days of submission of the person’s name to the governor and in order to be an eligible nominee for appointment to a board or commission requiring senate confirmation, a nominee shall file a financial interest statement in the manner provided by section 105.485 and shall request a list of all political contributions and the name of the candidate or committee as defined in chapter 130, to which those contributions were made within the four-year period prior to such appointment, made by the nominee, from the ethics commission. The information shall be delivered to the nominee by the ethics commission. The nominee shall deliver the information to the president pro tem of the senate prior to confirmation.

105.1420. The governor shall not appoint or offer to appoint any member of the general assembly to any position in an attempt to influence legislation.
