Apparently Representative Lyle Rowland (r) isn’t right wingnut enough for billionaires:

Rep. Lyle Rowland, a Republican, represents Ozark, Douglas, and parts of Taney County (District 155) in the Missouri House of Representatives. He was elected to his first two-year term in November 2010.

In addition to his legislative duties, Rep. Rowland is a beef cattle farmer. He also taught agriculture for 10 years at Forsyth High School before accepting the superintendent position at Taneyville in 1986. He retired in 2006 after 31 years in education.

Rep. Rowland has been the recipient of several awards including FFA Blue and Gold Award, Outstanding Rural Administrator (1997), Missouri K-8 School Superintendent of the Year (2005), and Outstanding Emeritus Educator (2010).

Rep. Rowland is a 1971 graduate of Forsyth High School. He earned his B.S. and M. Ed. in Ag Education from the University of Missouri in Columbia and his Specialist in Educational Administration from Missouri State University. Rep. Rowland also attended the College of the Ozarks. He is a member of the National Rifle Association, Missouri Farm Bureau and the Cedarcreek Community Church.

AN ACT

To amend chapter 1, RSMo, by adding thereto one new section relating to prohibition on certain policies that infringe on private property rights.



Be it enacted by the General Assembly of the state of Missouri, as follows:

           Section A. Chapter 1, RSMo, is amended by adding thereto one new section, to be known as section 1.370, to read as follows:

           1.370. 1. As used in this section, “political subdivisions” mean all state, county, incorporated city, unincorporated city, public local entity, public-private partnership, and any other public entity of the state, a county, or city.

           2. The state of Missouri and all political subdivisions shall not adopt or implement policy recommendations that deliberately or inadvertently infringe or restrict private property rights without due process, as may be required by policy recommendations originating in, or traceable to Agenda 21, adopted by the United Nations in 1992 at its Conference on Environment and Development or any other international law or ancillary plan of action that contravenes the Constitution of the United States or the Missouri Constitution.

           3. Since the United Nations has accredited and enlisted numerous nongovernmental and intergovernmental organizations to assist in the implementation of its policies relative to Agenda 21 around the world, the state of Missouri and all political subdivisions are prohibited from entering into any agreement with, expending any sum of money for, receiving funds from, contracting services from, or giving financial aid to those nongovernmental and intergovernmental organizations as defined in Agenda 21.

Who knew that George H. W. Bush was a dupe of the international Communist conspiracy to to sap and impurify all of our precious bodily fluids?

From the Southern Poverty Law Center (March 14, 2012):

….In the world of far-right extremists, Agenda 21 is demonized as a sort of Trojan horse, part of a larger scheme to shatter Americans’ liberties and institute a totalitarian, one-world government known typically as the “New World Order.”

Of course, this bears no relation to the facts. Actually, the U.N. agreement is a rather benign, non-binding plan calling for governments to develop plans to meet current needs for natural resources without threatening the survival of future generations. It was adopted by 178 governments, including the U.S. under President George H.W. Bush, 20 years ago at the Earth Summit in Rio de Janeiro.

But to the John Birch Society (JBS), one of the main groups promoting the conspiracy theory about Agenda 21, it represents the end of America as we know it. This is the same group, of course, that claimed President Dwight D. Eisenhower was a secret communist.

In a big win for this big lie, the Republican National Committee (RNC) in January passed a resolution condemning Agenda 21 and calling for policymakers to be made aware of its “destructive strategies for ‘sustainable development.'” The RNC voted to give copies of its resolution to all Republican members of Congress as well as to the party’s presidential and congressional candidates. It also recommended that the anti-Agenda 21 policy be adopted in the party platform at the 2012 convention….

The 2013 session looks like it’s going to be a clown show, consistently supplying new material for John Stewart and Stephen Colbert through May.

AN ACT

To repeal sections 115.399 and 115.761, RSMo, and to enact in lieu thereof two new sections relating to declarations of candidacy.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Sections 115.399 and 115.761, RSMo, are repealed and two new sections enacted in lieu thereof, to be known as sections 115.399 and 115.761, to read as follows:

115.399. 1. Not later than the twelfth Tuesday prior to each presidential election, or notwithstanding any prior laws to the contrary, in the year 1996 and thereafter, within seven working days after choosing its nominees for president and vice president of the United States, whichever is later, the state committee of each established political party shall certify in writing to the secretary of state the names of its nominees for president and vice president of the United States. Such certification shall provide verifiable evidence of identity and of proof of status as a natural born citizen of the United States for each nominee and the origins of such evidence. Such evidence shall be in the form of the most complete record of birth available by the controlling legal authority at the time of the nominee’s birth, and shall be kept and maintained by the secretary of state, and shall be deemed a public record under chapter 610. The burden of proof for such evidence shall lie solely upon each nominee. As used in this subsection, “natural born citizen” means having been declared a national and citizen of the United States at birth under 8 U.S.C. Sections 1401 to 1409, as amended, or having been declared a national and citizen of the United States under federal law as it existed at the time of the nominee’s birth.

4. Failure to provide the certification required under this section shall render any candidate ineligible to file a declaration of intent to be a write-in candidate for election to the office of president or vice president of the United States.

115.761. 1. The official list of presidential candidates for each established political party shall include the names of all constitutionally qualified candidates for whom, on or after 8:00 a.m. on the fifteenth Tuesday prior to the presidential primary, and on or before 5:00 p.m., on the eleventh Tuesday prior to the presidential primary, a written request to be included on the presidential primary ballot is filed with the secretary of state [along with] . Such written request shall provide verifiable evidence of identity and of proof of status as a natural born citizen of the United States for each candidate and the origins of such evidence. Such evidence shall be in the form of the most complete record of birth available by the controlling legal authority at the time of the candidate’s birth, and shall be kept and maintained by the secretary of state, and shall be deemed a public record under chapter 610. ….Yesterday, about half of all Republicans thought Obama was foreign born, and therefore an illegal occupant of the White House. How many Republicans will think the same thing one week from now? My guess is: about half. We’ve reached that stage on just about everything….

Here we have a wonderful real-world test: if “actual knowledge” mattered, the number of people who thought Obama was foreign-born would approach zero by next week — with exceptions for illiterates, the mentally disabled, paranoid schizophrenics, etc. My guess is that the figures will barely change….
