Evidently people on the phone can say untrue things while using false caller identification information:

INTRODUCED BY REPRESENTATIVES McNEIL (Sponsor), STILL, SCHUPP, CARLSON, ELLINGER, PACE, KANDER, WEBBER, WEBB, ATKINS, SCHIEFFER, MEADOWS AND OXFORD (Co-sponsors).

AN ACT

To amend chapter 570, RSMo, by adding thereto one new section relating to caller identification spoofing, with a penalty provision.

Be it enacted by the General Assembly of the state of Missouri, as follows:

           Section A. Chapter 570, RSMo, is amended by adding thereto one new section, to be known as section 570.195, to read as follows:

           570.195. 1. As used in this section the following terms shall mean:

           (1) “Caller”, a person who places a call by a telephone or over a telephone line, even if the person begins the call on a computer;

           (2) “Caller identification system”, a listing of a caller’s name, telephone number, or name and telephone number that is shown to a recipient of a call when the recipient answers;

           (3) “False information”, data that misrepresents the identity of the caller to the recipient of a call; except that when a person making an authorized call on behalf of another person inserts the name, telephone number, or name and telephone number of the person on whose behalf the call is being made, such information shall not be deemed false information;

           (4) “Insert”, the insertion of data by voice communication, by written communication or by otherwise entering into a computer.

           2. Any caller who knowingly inserts false information into a caller identification system with the intent to mislead, defraud, or deceive the recipient of a telephone call shall be guilty of caller identification spoofing.

           3. Caller identification spoofing shall be a class D felony.

           4. The provisions of this section shall not apply to:

           (1) Any blocking of caller identification information;

           (2) Any law enforcement agencies of the federal government, state government, a county or municipality; or

           (3) Any intelligence or security agencies of the federal government.

Who would do such a thing? Oh, yeah, right.

What are the odds in Vegas that our republican dominated General Assembly lets this bill see the light of day?

This is the fifty-first post in an ongoing series as we file Missouri Sunshine Law (RSMo 610) requests and investigate the non-renewal of the contract of University of Central Missouri President Aaron Podolefsky. Links to previous coverage are below the fold. BG and MB

Today I received a phone call in my office at approximately 9:20 a.m. from an individual who identified himself as a faculty member in the College of Education. A rough paraphrase of the conversation, leaving out some of it, follows:

Caller: Had been reading the coverage on the blog, especially the recent material on [Benoit] Wesly’s contributions to the University. Were you aware of the circumstances of the annual contributions of [Benoit] Wesly? [And I’m thinking, why are you calling me?]

Me: I had heard some information along those lines. Those circumstances are not rare for contributors – relationships are built over long periods of time.

Caller: The contributions came at a net cost to the university. Why don’t you cover that?

Me: You can take a look at every contributor in this fashion. If you have information [on Benoit Wesly] you can sign up and post it.

[The Foundation has only released information to the Board of Governors about Benoit Wesly’s giving history. Absent the giving history of every other contributor to the Foundation this would be difficult, if not impossible, to confirm. How convenient.]

Caller: This [coverage of the story] is not good for the University. Not going to talk about the other things.

Me: We only have parts of the story. We’ve heard the whisper campaign, so we asked for documents. We get resistance, but when we do get documents they show that there is no there there. We are still looking at a charge of $501.86 for documents.

Caller: Well, if you want it go ahead and pay it. [I didn’t think at this point that it would be fruitful to ask for assistance with the cost.]

Education makes money. The Harmon College of Business loses money. Music and Nursing lose money.

Me: And what kind of University are we? What kind of University would we be without them?

Caller: I’m not here to debate. I don’t have the time. You and Bob Yates like to debate. I don’t have the time to go into it.

Me: You brought it up.

Caller: How do you have time as a full professor to do this?

Me: It comes out of my hide. I do this on my own time.

Caller: Are you doing this from your campus computer?

Me: I have a laptop.

Caller: If you’re using your campus computer, that’s a problem. [I’m thinking, are you deaf? Are you calling me from your campus phone? And if so, is that a problem?]

Me: If you think that’s the case, then do something about it.

Caller: I’m done. [hangup]

In case anyone is wondering, I wrote this from my laptop computer.

Canvassing, phones, and those damn signs, part 2.

Another hectic day at the local campaign office.

I have a love hate relationship with those damn signs. Right now the hate is winning out. Nevertheless, our “average age 57 years” sign crew went out this afternoon to knock out a few more 4 x 8 sign locations. Just to get the things out of headquarters.

An Obama 4 x 8 sign at the intersection of Missouri Highway 23 and E Highway north of Knob Noster, Missouri, approximately eleven miles south of Concordia.

This particular sign placement is an aesthetic triumph. A bucolic rural setting on a well traveled rolling road. You can see the sign at the crest of the hill from at least a half mile away. There are a number of small McCain-Palin yard signs along the road from Knob Noster to this point.

I relish insult signage.

Canvassers return, staffers do their thing, and volunteers on the phones at headquarters.

The most important thing going on right now is the voter registration canvassing and the phones.
