AN ACT

To amend chapter 311, RSMo, by adding thereto one new section relating to certification of wine as produced by verified citizens.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 311, RSMo, is amended by adding thereto one new section, to be known as section 311.475, to read as follows:

311.475. 1. For purposes of this section, the term “domestic wine” shall mean any wine produced with grapes harvested in the United States.

2. No domestic wine shall be sold at retail in the state unless it has been certified as having been produced by and with grapes harvested by verified United States citizens.

3. The department of agriculture shall promulgate rules and regulations to implement the provisions of this section. Any rule or portion of a rule, as that term is defined in section 536.010, that is created under the authority delegated in this section shall become effective only if it complies with and is subject to all of the provisions of chapter 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable, and if any of the powers vested with the general assembly pursuant to chapter 536 to review, to delay the effective date, or to disapprove and annul a rule are subsequently held unconstitutional, then the grant of rulemaking authority and any rule proposed or adopted after August 28, 2015, shall be invalid and void.

Think about that for a second. By the way, there are Lawful Permanent Residents in the United States.

JOINT RESOLUTION

Submitting to the qualified voters of Missouri an amendment to article I of the Constitution of Missouri, and adopting one new section relating to the recognition of daylight saving time.

Be it resolved by the House of Representatives, the Senate concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2016, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article I of the Constitution of the state of Missouri:

Section A. Article I, Constitution of Missouri, is amended by adding one new section, to be known as section 38, to read as follows:

Section 38. All areas of this state shall be exempted from the daylight saving time provisions of 15 U.S.C. Section 260a. Beginning on the first Sunday in March of 2017, the state and its political subdivisions and agencies shall switch clocks to daylight saving for the last time and the use of daylight saving time for public purposes will be eliminated. After this time, daylight saving time will no longer be recognized as the official time of this state.

AN ACT

To amend chapter 105, RSMo, by adding thereto one new section relating to members of the Missouri general assembly.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 105, RSMo, is amended by adding thereto one new section, to be known as section 105.012, to read as follows:

105.012. 1. (1) Every member of the Missouri general assembly shall be subject to chemical testing of the member’s urine within sixty calendar days of the start of each legislative session for the purpose of determining drug content.

(2) Each member elected in a special election shall be subject to such testing within sixty calendar days after taking the oath of office.

(3) The costs of such testing shall be paid by such member.

2. To be considered valid, chemical tests of the member’s urine shall be performed according to methods and devices approved by the state department of health and senior services, and shall be performed by licensed medical personnel or by a person possessing a valid permit issued by the state department of health and senior services for this purpose.

3. A member testing positive for illegal drugs or drugs that have not been lawfully prescribed to such member shall be prohibited from running for any elective office for a period of two years, unless a certified drug treatment program has been completed.

4. For purposes of this section, “drug” means marijuana, any narcotic drug or controlled substance as defined in chapter 195, or the metabolite of any such substance.

5. Results of the drug test shall be published on the online member profile of the website of the chamber in which the member serves.

Pleasant Hill, Missouri resident Jim White has filed paperwork with the Federal Election Commission and announced that he is running as a Democrat in the 2016 4th Congressional District race.

Jim White (D) is running in the 4th Congressional District in 2016.

Yes, I am running for U S Congress for the 4th district in Missouri. I have filed my candidacy and committee with the FEC. Rowena and I have had several conversations with the FEC already and they are very helpful.

I want to be a representative for all the people of the 4th district. Right now Congress has about a 15% approval rating, so the question is why re-hire them. I think it is time for a change.

I will vigorously work for the district and all of its citizens. I recently heard a member of the Senate on the radio claim to be “fighting” for her state and constituents. I don’t think the use of the term fighting is that productive, what we need is less fighting and more work. I would work with Republicans, Independents as well as my fellow Democrats, but I don’t think we should fight, so far that hasn’t proven to be productive.

I have been traveling in the 4th district and will continue to do so until November 2016, and then with your help travel to Washington.
