Libertarian Bill Wayne filed a waiver [pdf] with the Missouri Ethics Commission on April 13, 2010 stating that he will neither raise nor spend $500.00 for the campaign cycle.
In a tribute to irony and also the spirit of participatory Democracy, he had a letter to the editor published in the Warrensburg Daily Star-Journal on April 14th complaining that the paper was ignoring third party candidates:

….The Daily Star-Journal should not pre-determine which parties and candidates are viable….
Mr. Wayne, I applaud your civic mindedness in writing that letter to the paper and your commitment to American ideals expressed by filing for office. But spending less than $500.00 on your race ain’t gonna get you elected unless lightning strikes. Twice. Aren’t there other like minded Libertarians out there who’d be willing to contribute to your campaign?
